At the request of a Council Member, attached is a chart of compensation that was prepared in response to a Public
Records Request. You may find the information relevant to your deliberations. Below are comments that attempt to
explain variations in compensation. This document will be redistributed as part of your February Agenda materials.
Total compensation includes salary, health contribution, employer paid PERS, and the employer paid Member
contribution to PERS. You will notice variations in all the elements of compensation which may be caused by any one or
more of the following:
1.The date a Council Member takes office or leaves office will create some variation in total compensation.
2.The Mayor has a slightly higher salary than City Council Members (e.g. currently Mayor salary is $14,404
annually and City Council Members salary is $11,388 annually)
3. Individual Council members may waive compensation if approved by resolution of the Council. Given budget
reductions and employee compensation concessions, Mayor Marx took a salary reduction in January
2011. Council Member Carpenter also took a salary reduction in January 2011 and in October 2011 his salary
was partially restored, but is still lower than a standard Council Member salary. In January 2012 Council
Members Ashbaugh, Carter and Smith took reductions in salary to meet the 6.8% total compensation objective
and all members of Council started paying the full Member Contribution to PERS.
4.Individual Council members are considered “optional” under CalPERS; meaning they may opt in to the CalPERS
retirement program and thus, the City would make the employer contribution on their behalf, or they may opt
out and no contribution would be required. If a Council Member is a CalPERS retiree or concurrently working for
another CalPERS agency they would not be re-enrolled in CalPERS.
5.If Council members opt in to the CalPERS retirement program, the City paid the Member Contribution until 2012
when Council members opting in started paying the full Member Contribution and thus, this amount is very
small in 2012 (likely a portion of a payroll period).
6.Similarly, Council members may opt in to health benefits and receive a City contribution towards the cost of
medical, dental, vision, and life insurance. However, if they do not opt in to the health programs, they do not
receive cash in lieu of participation. Amounts vary based on coverage selected.
