ROLL CALL: Chair Kathi Settle, Vice Chair Toni Kincaid, Committee Members Chuck Crotser Bob Gordon, and Eva Ulz, Exofficio Member Marilyn Darnell TARDY: Sundbye 4:08 p.m., Whitener 4:15 p.m. ABSENT: None STAFF: Dave Setterlund, Recreation Supervisor; Melissa Mudgett Recreation Manager PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None CONSENT AGENDA AND CONSIDERATION OF MINUTES ACTION: APPROVAL OF THE REGULAR MEETING MINUTES OF THE JACK HOUSE COMMITTEE FOR OCTOBER 11, 2017, AS AMENDED. 1. Consideration of Minutes CARRIED 4:0:1:2 to approve the minutes of the Jack House Committee Advisory Body for the regular meeting of 10/11/2017 as amended and Motioned by Committee Member Ulz and second by Vice Chair Kincaid. AYES: SETTLE, KINCAID, GORDON, ULZ, NOES: NONE ABSTAIN: CROTSER ABSENT: WHITENER, SUNDBYE Consideration of Financial Reports and Expenditures ACTION: APPROVAL OF THE FINANCIAL REPORTS AND EXPENDITURES FOR SEPTEMBER 2017, FISCAL YEAR 2017-18 CARRIED 5:0:0:2 to approve the Financial Reports and Expenditures for September 2017, Fiscal Year 2-017-18 as Motioned by Committee Member Ulz and second by Committee Member Gordon. Jack House Committee FINAL- MINUTES 2 AYES: SETTLE, KINCAID, GORDON, ULZ, CROTSER NOES: NONE ABSTAIN: NONE ABSENT: WHITENER, SUNDBYE PUBLIC HEARINGS AND BUSINESS ITEMS 2. Feedback on the proposed National Register of Historic Places Plaque for the Jack House Parks and Recreation Manager, Melissa Mudgett, presented the proposed narrative for the National Register of Historic Places for a future plaque to be located at the Jack House and asked for Committee feedback. Staff Mudgett said the next step in the process would be to determine the type of signage and present cost estimates for the Committee’s consideration, which she anticipated could be as early as January or February 2018. Public Comment None Committee Comments Committee discussion to replace the words “lifelong learner” with “leader of society” and “five oldest wooden structures” to “one of the oldest wooden structures”. ACTION: APPROVAL OF THE NARRATIVE PRESENTED FOR THE FUTURE NATIONAL REGISTER OF HISTORIC PLACES PLAQUE FOR THE JACK HOUSE. CARRIED 7:0:0:0 to approve the narrative as amended of the future National Register of Historic Places Plaque for the Jack House as motioned by Committee Member Ulz and second by Committee Member Crotser. Consider Jack House Docent Report Docent leader Marilyn Darnell delivered the Volunteer Docent Group Report for November with updates to Christmas Nostalgia planning efforts. 4. Consider Friends of the Jack House Report President of the Friends of the Jack House Volunteer Group, James Papp, reported. Mr. Papp summarized Art-After-Dark program successes this past year through increased attendance. Mr. Papp reported that the Friends of the Jack House Volunteer Group would take a brief hiatus until the Parks and Recreation Department could conclude its research and make recommendations for the future operations of the Jack House. 3 5. Staff Report for Parks and Recreation and Agenda Forecast Parks and Recreation Supervisor, Dave Setterlund, provided a brief update on the Jack House Project Plan and upcoming events. • Nov 3 Teacher Work Day Camp and Night Golf • Nov 4 Saturday Ranger Trail work day at Johnson Ranch • Nov 10 Veteran’s Day, City Offices closed • Nov 12 Ranger Led Hike at Irish Hills • Nov 20 Turkey Break Skate Camp • Nov 23 Gobble Wobble Family Fun Run • Nov 23/24 Thanksgiving, City Offices closed Staff Setterlund provided the Committee with an Agenda Forecast which would include the Jack House Committee 2018 Meeting Schedule. 6. Committee Communications Vice Chair Kincaid requested to have the 2018 Art-After-Dark program membership added to the December 2017 meeting Agenda. Member Ulz asked Parks and Recreation staff to provide a memo to the Jack House Committee clarifying the recent dismissal of a volunteer docent by the Volunteer Jack House Docent Group. Chair Settle reported that the San Luis Square development project will be presented at the Architectural Review Commission meeting on November 20, 2017. ADJOURNMENT The meeting adjourned at 4:53 p.m. to the next Regular Jack House Committee Meeting on Wednesday, December 13, 2017 at 5:30 p.m. at the Parks and Recreation Offices located at 1341 Nipomo Street, San Luis Obispo, CA 93401.
