Orcutt at Duncan Lane is at the bottom of the hill, whether approached from Broad or Laurel. Average speeds on this stretch of road are 45 MPH, although it is posted at 40 MPH. There are no crosswalks at this intersection and Duncan Lane is a dead-end street, requiring all traffic to exit onto Orcutt. Currently, Sacramento Street, which is across the intersection, is used as a short cut to and from Broad, via Industrial or Capitolio. Adding traffic from across the intersection that will also be trying to join Orcutt going east or west, opposing the Sacramento traffic trying to do the same is setting up a disaster.    Second: The 27% parking reduction for rental units is ridiculous. Renters in this area live two, three and four to a unit to save money. They are guaranteed to have two to three cars per unit - we see this in our own neighborhood right across the road. There is nowhere to park on Duncan, as it is only one block long and there is no parking on Sacramento, as the bike lane, thankfully, occupies both sides of the street. To expect that a “Trip Reduction Plan” will mitigate this parking chaos is naive. You cannot regulate whether tenants have cars. Additionally, although mechanical parking structures are a creative way to reduce surface parking, they are unique and the tenants may find waiting for a spot to “come open” is too much trouble and look for surface parking.  2   Finally, although the brewery currently operates until 10:00 or 11:00 PM most nights, they have been good neighbors and mindful of noise. Expanding the hours of operation for new businesses to be located here, in addition to the brewery could generate more noise for the surrounding residential neighborhood, which is also proposed to grow across Orcutt, behind the Lemos shopping center. I cannot see a justification for expanding the hours of operation     This property is not appropriate for high-volume residential traffic.
