Good afternoon, I want to email you all a copy of the letter I read last night. I think it is important for the City
Council to find out what happened in regards to accepting 77 applications for ADU's during the window the city
was not in compliance with state law. Prior to January, 2017 and after July, 2017 the requirement was Owner
Occupied Residences only for consideration of ADU applications. I don't accept Michael Codrons explanation
that too many bills come down from the state. If this is true then what other bills is the city out of compliance
with?
I believe it is the councils job to question staff on this issue.

Re: ADU’s
I am writing to support the neighborhoods North of Foothill that are contesting the allowance of 77 ADU
applications that were submitted between January and July, 2017. It is our understanding these ADU’s
are currently being considered for approval and some have been permitted. Prior to January, 2017 and
after July, 2017 ADU’s were only allowed on Owner Occupied Residences.
The State of California officially approved AB 2299 and SB 1069 on September 17, 2016. This is the date
it was signed by the Governor and filed by the Secretary of State. It did not become law until January 1,
2017. The City had between September and December to review their ordinances and bring them into
compliance with state law. Apparently this did not happen. The City of SLO allowed it to fall out of
compliance which opened up this 7 month window.
Therefore, the City of SLO is responsible to its constituents to make this Right and allow ADU’s on Owner
Occupied Residences ONLY!!
Thank you for your consideration,
Kathy Borland
