SUBJECT: Item #13: Council Compensation Committee Recommendations
Several questions were received regarding the recommendations from the Council Compensation
Committee. The questions and responses follow, with staff answers in italics.
1.Can you please provide additional detail on the information the Committee used to reach
their recommendation?
Answer: The Committee requested several pieces of information as a part of the discussion
to form a recommendation which included:
-The current City Council compensation package including salary, benefits, expense
reimbursement, professional development allowances and other compensation
included as Attachment A.
-A review of the use of the City business budget of current and previous Mayors and
Council Members included as Attachment B.
-A City Council and Advisory Body compensation survey with comparable cities
included as Attachment C.
o This included a survey of current City of San Luis Obispo Council Members
indicating that the average hours per week worked (including City Council
meetings) was 20-30 hours. Estimates for other cities were provided by city staff
responding to other survey questions.
o This document has also been updated to show that the last update to
compensation for City of San Luis Obispo was 2014.
-A review of the total number and length of meetings for the City Council, Planning
Commission and Architectural Review Commission included as Attachment D.
-A review of survey results from former Council Members, Planning Commissioners
and Architectural Review Commissioners included as Attachment E.
2.Did the Committee consider the pros and cons of moving to a full salary model for City
Council compensation?
Answer: The Committee briefly discussed this topic at their meetings, but did not direct
staff to gather additional information or perform further analysis. The concept was also
mentioned in a survey response from a previous Mayor.

Agency (or an agency with reciprocity with CalPERS), or who has worked
for a CalPERS Agency but had a break in service longer than 6 months.
� 2% @ 62, three-year final compensation

Opt Outs: $200 *In order to receive the full opt-out amount, the elected

In addition to $4,000 term life insurance purchased by the elected official

Mayor should receive 50% of compensation received by a Supervisor on the County Board of Supervisors ( I believe at present around
$40,000 a year). Council should receive 75% of the salary of the Mayor.

The issue of raising council and mayor salaries should be placed on the ballot in 2018

Council service is a "way of life", not a job. A Council member is working anytime she/he is anywhere . . . even the grocery store! It is
also an honor.

Increased base pay . . . also, we did not have limitations on Council-required expense during 1st term. A lot of organizations expect
your presence.

As stated before, this is a "way of life" . . . one is never not working. Constituent service is 24/7.
