Subject:Concern regarding Cannabis overlay zones
Dear San Luis Obispo City Council-
My name is Andrew Kean and I am a resident of San Luis Obispo. I have significant concerns and reservations regarding
the overlay zones which are under consideration for Cannabis operations. In general, I feel that these zones are bringing
the operations much too close to people's homes, and the rational for this isn't clear.
For simplicity, I will refer to the current Mid-Higuera Overlay for Item 15 (page 259 of the .pdf packet associated with
tonight's meeting), but my comments probably relate to other areas of town which I am less familiar with:
1) It is my understanding that the State and SLO PD have recommended a 300 foot buffer between residences and
Cannabis activities. I know the city was also considering a 200 foot buffer. On the Mid-Higeura overlay, there is now
ZERO buffer between the residences on Beebee and the Overlay area outlined in red. If I lived in one of these homes, I
would be very saddened to learn my home could soon be adjacent to Cannabis cultivation.
2) The 300 foot buffer would have moved the overlay almost out to Higuera from those homes on Beebee. The 200 foot
buffer should have mean that no businesses were on the same city block as those homes. But unfortunately the current
plan ignores all of those reasonable solutions. The buildings on the east side of Parker should not be included in the
overlay area. Parker street should be used for that edge of the Overlay, if the Council uses overlay areas in the end.
3) I am also very concerned about the residents of the mobile home park near the intersection of High and Higuera. I
recognize that a mobile home park may not be ZONED residential, but it is where people live. I worry that the current
recommendations in front of the City Council is going to put these Cannabis businesses right next to some of our least
affluent residents. This hardly seems fair to those hard-working members of our community.
Given the central nature of the Mid-Higuera area within the City of SLO, I am asking the City Council to carefully consider
the outline of this overlay area. Please consider including a 300 foot buffer to any residences, as has already been done
in the South Broad overlay area. It seems only fair and respectful to treat ALL residents of San Luis Obispo equally.
