I am a bicycle enthusiast and would certainly welcome a safer bike lane on Laurel Lane but not at the expense of the major delays and potentially unsafe conditons that would be certain if Laurel Lane was deducted to 2 lanes. I think there are better solutions, but we need time and discussion to come to a better conclusion. Just off the top of my head; reduction to 3 lanes (2 travel lanes + a turn lane) and automatic walkway sensors for flashing light activation similar to what we have in downtown; come to mind. There were two community meetings about the project in the past few months; I’m copying our Public Works director Daryl Grigsby to make sure you get on the notification list for any future outreach. From what I have seen so far of the proposed plan, I think the change will be a great improvement in controlling car, providing buffered bike lanes, and creating safer pedestrian crossings (I live in the neighborhood as well). I see that the striping plan goes back to 2 south-bound lanes when approaching Orcutt, to address the potential for a queue at the train while still allowing left turns. I’ll confirm that the distance is appropriate with staff tomorrow during discussion. I hope a representative of your HOA will be at the meeting tomorrow, or please feel free to reach out to us or to staff with other specific concerns. 1 Andy Andy Pease Council Member Office of the City Council 990 Palm, San Luis Obispo, CA 93401-3249 E apease@slocity.org slocity.org From: Sent: Monday, April 30, 2018 7:58 PM To: E-mail Council Website <emailcouncil@slocity.org> Subject: Laurel Lane Proposed Road Change Dear City Council members: We just had our quarterly Homeowners meeting this evening at Parkwood condominiums a 168 unit project on Southwood Dr in the center of your proposed road change. The association at large with unanimous vote at our meeting this evening Does Not support the current design of the road diet. The circulation lanes are critical for life safety. The train movements will cause circulation back up with one lane streets. We have additional concerns that we need to voice but not in haste. 2 We urge you to not take action on this agenda vote until the city has put the same effort as required by other projects in our town to meet situational awareness of its actions that directly affect its homeowners. We had no idea this significant change was imminent Please give us time to react further both as a group and individually. We respectfully request that this vote be continued for at least 6 months Sincerely Roxane Key Parkwood condominiums Inc. Secretary On behalf of the association 3
