SUBJECT: Zoning Regulations Update – Early review of Article 7 (Administration of Zoning
Regulations) and discussion on development standards in Article 3 (Regulations
and Standards Applicable to All Zones).
DRAFT ARTICLES
The Zoning Regulations Outline has been provided for reference as Attachment 1, these pre-draft
Articles have been provided for an early review by the Planning Commission as these documents
are still under review by staff to provide direction to MIG in preparation toward the public draft.
All changes are driven from the General Plan policies and programs originally identified in the
project scope. Comments will be provided to the consultant team to address in the draft document.
Discussion and review of the pre-draft articles is intended to provide the Commission with the
opportunity to;
•Become familiar with the re-organization
•Highlight areas of concern
•Request additional information or clarity on specific sections
•Discuss implementation of the General Plan
Article 7 – Administration of Zoning Regulations
The purpose of this Chapter is to describe the authority and responsibilities of the Director,
Planning Commission, Architectural Review Committee, and Council in the administration of
these Zoning Regulations. The following highlights will be presented and discussed at the meeting,
are identified below;
a.New Section – Administrative Responsibility
b.New Section – Public Notices and Hearings
Article 3 – Regulations and Standards Applicable to All Zones
Staff will provide a presentation to discuss a few upcoming and potential changes to development
standards to be included in Article 3. Article 3 consists of the following sections;

Article 3 will also include the following new sections;
• Open Space Regulations
• Edge Conditions
• Hillside Development Standards
• Trash Enclosure Standards
In the LUCE update process, the community raised concerns about maintaining neighborhood
character in R-1 zones (Policy 2.13). This issue, as well as the issue of better transitions between
the R-1 and other zones, were addressed in the Transition Between Uses white paper. What the
paper did not explicitly address is the issue of “incompatible residential infill,” which we
understand is a key concern with regard to neighborhood character. Also, new housing legislation
effective in 2018 is the application of objective design criteria in the review of all housing
applications.
Staff may propose the following changes in order to address residential infill development an d
transitions between zones, these changes may include but are not limited to;
• Establishing a Floor Area Ratio to address infill development in the R-1 zone (.5 FAR)
• Setbacks vs. Plane lines to address bulk and mass for infill development in the R-1 zone
• Edge Conditions to address compatibility between higher intensity development and the
R-1 zone:
o Greater setbacks on upper floors (use of plan line setbacks)
o Rooftop and open space provisions
o Window orientation
o Hours of operation
o Location of parking and trash receptacles
Staff will also present more information at the meeting regarding Mixed-Use project thresholds,
and development examples.
