I would like to make you and your staff aware of a possible issue at the above referenced property as a resul t of the on-going work of the City of San Luis Obispo's maintenance personnel . It appears that the city's maintenance personnel have completed the construction of a new and very attractiv e four foot high wood fence along the frontage of the property along Dana Street and are getting ready t o reconstruct the previously demolished trellis & entry elements out of the the partial remnants of the old fenc e structure wood . I believe that the Burton Adobe is on the city's "Contributing List" of Historic Sites/Buildings and any ne w building elements should be reviewed and ultimately approved by the CHC so that the overall historical integrit y of the site and/or remaining structure is not compromised . I believe that private property owners would be held to a similar standard and I personally,as the owners of th e adjacent properties would not leave the design and/or construction details to be decided by the city's maintenance department without the appropriate historical research and professional guidance from both the planning staff and from a experienced historical oriented architect . Please get back to me with your thoughts on this at you earliest opportunity as I was told by on-sit e maintenance personnel and the maintenance supervisor that the reconstruction work for the large former entr y trellis and main entry structure would commence in the near future , Best regards. Any significant work on this property would be subject to CHC review an d the City is required to follow permitting and entitlement requirements just as any property owner in the Cit y would . In fact, in most cases the City refers projects to the CHC or ARC that would not otherwise fall into thi s review category. One example of this was the recent review of the replacement of the concrete steps in front o f City Hall . However, the current work effort at the Butron adobe, replacement of fencing, removal of weeds, an d ' dismantling the deteriorated trellis does are not activities that fall into the purview of the CHC, and in fact thes e activities are not subject to a construction permit . City staff is currently working on a long term plan for the three City-owned adobe residential properties, the L a Loma adobe on Lizzie Street, the Rodriguez adobe on Spanish Oaks Drive and the Rosa Butron adobe o n Dana Street. In the present time, however the City is performing restoration and preservation activities on th e La Loma adobe and maintenance activities on the Butron adobe . The work recently performed on the La Lom a -adobe required CHC ,review and approval because it involved reconstruction of two exterior walls on th e structure. However, on the Butron adobe, only property maintenance items are being performed at this time . These activities which include reconstruction of the street yard fence, maintenance of weeds and landscap e and possibly painting of the front facade of the building are not subject to review by the CHC because they d o not involve changes to the significant structure . The dismantling of the trellis was required because it had falle n down and become a hazard on the property. There are no plans or funding to reconstruct the trellis at this time , and reconstruction of the trellis or any significant work on the structure itself would require review and approva l by the CHC . At this time, staff has informed the CHC about the ongoing maintenance work so that they ar e aware of it . Please be in touch if you have any questions about our efforts .
