2.0 BACKGROUND
The applicant has submitted an application to renovate an existing one-bedroom unit and to add a
three-story addition with two bedrooms over a two-car garage. Staff identified potential
consistency issues with the initial submittal in terms of compliance with the Historic Preservation
Program Guidelines. The applicant has made some revisions to the project from the initial
submittal, but staff has remaining concerns that the project may not be consistent with Historic
Preservation Program Guidelines for architecturally compatible development in historic districts
and on historic properties. Staff is requesting feedback and direction from the CHC on any needed
project revisions.

2.0 PROJECT INFORMATION
2.1 Site Information/Setting
The subject property is within the Old Town Historic District and is developed with a Contributing
Historic Neo-Classical residence and a one-bedroom dwelling at the rear of the property which is
not historically significant. Vehicle access is from a paved driveway along Leff Street. Character
defining features of the Contributing list residence at 1035 Leff include bay view and transom
windows, diamond roofing with clay
tile hip and ridge, and gabled roof
with decorative fish-scaling over the
bay view window (Figure 1). No
modifications are proposed to the
Contributing List residence. The
subject property is also located
adjacent to two Contributing list
historic properties. These properties
at 1027 and 1045 Leff street are both
single-story Neo-Classical residences
with large two-and-a-half story non-
contributing units at the back of each
of their respective lots.
2.2 Project Description
The applicant is proposing to
construct a 1,137 square-foot addition and remodel to the existing 593 square-foot one-bedroom
residence at the rear of the property. The project includes removing an existing window and door
on the east elevation, removal of the kitchen countertops and appliances, and replacing the existing
windows on the north elevation. The project proposes to add a new two-car garage, and two stories
above with one bedroom and bathroom per story. The project uses gray horizontal Hardie plank lap
siding, stained cedar doors, black vinyl windows, gray tile roofing, and white painted wood trim.
The second story is cantilevered over the two-car garage, and the third story is stepped back with a
roof-deck. The proposed roof is a shed roof, with a dormer on the east elevation (Figure 2).

3.0 EVALUATION/DISCUSSION
The CHC’s role is to review the project in terms of its consistency with the Historic Preservation
Program Guidelines and to provide feedback and direction for any needed project revisions.
3.2.1 Architecturally compatible development within Historic Districts:
New structures in historic districts shall be designed to be architecturally compatible with the
district’s prevailing historic character as measured by their consistency with the scale, massing,
rhythm, signature architectural elements, exterior materials, siting and street yard setbacks of the
district's historic structures…
3.2.2 Architectural compatibility:
… New development should not sharply contrast with, significantly block public views of, or
visually detract from, the historic architectural character of historically designated structures
located adjacent to the property to be developed, or detract from the prevailing historic
architectural character of the historic district.
Chapter 5.2.1 of the Historic Preservation Program Guidelines describes the architectural features of
the Old Town Historic District. Predominant architectural features include:
A. Two-and rarely three-story houses
B. Mostly Gable and hip roof types
C. Highly ornamented roof features including facias, bargeboards, gable end treatments,
decorative shingles, prominent pediments or cornices
D. Traditional fenestration, such as double-hung wood sash windows, divided light windows,
ornamental front doors, wood screen doors
E. Painted wood surface material, including siding and decorative moldings

Staff would like to highlight
the residence’s scale, massing,
and rhythm for discussion. The
proposed three-story residence
stands at a height of 30-feet,
which is much higher than the
single-story Contributing list
historic residence at the front
of the property. It is important
to note however, that the
adjacent rear properties on
either side at 1041 Leff and
1027 Leff have approximate
heights of 31-feet and 28-feet
respectively. The fact that
these structures are located
towards the back of the lots and
set back from the residences along Leff street diminishes their perceived height from the public
right-of way.
The approval for both of these structures
pre-dates the adoption of the Historic
Preservation Program Guidelines, however
they appear to be more compatible with the
contributing residences because of the
materials and architectural styles used. For
example, both of the additions on the
adjacent lots utilize the similar architectural
treatments in terms of siding, fenestration,
and roof type as the historic structures on
their respective lots. The project’s mass
emphasizes the second story which is
cantilevered over the garage and is more
visually prominent than the original unit and
other contributing list residences in the
district. This is not the case for either of the
neighboring structures, where the rear units’ upper stories are stepped back. The rhythm of the
project is differentiated from the surrounding properties in the fact that the bulk of the scale and
mass of the project are on the eastern elevation (Figure 3) rather than evenly distributed. In
addition, the west elevation and part of the north elevation that contain vertical windows are more
reflective of the historic residence’s architecture and more compatible with the Old Town historic
district, while the square windows on the board and batten elements are not reflected in the front
residence (Figure 4). The shed roofing of the addition contrasts with the hipped roof of the original
unit and the historic structure, although shed roofing can be seen at neighboring 1027 Leff street
(Attachment 1: Reduced Project Plans).

Another key element for the CHC to discuss is the architectural contrast between the proposed
residence and the Contributing historic front house. The elements of the project which contrast
most significantly with the Contributing list residence in terms of siding material and fenestration
are located on the east elevation, and are the most visible part of the project from the public right-
of-way on the north elevation.
5.0 NEXT STEPS
Staff recommends the CHC provide direction to the applicant regarding consistency with the
Historic Preservation Program Guidelines so that staff can work with the applicant to complete any
necessary revisions and return to the CHC for formal review.

The proposed addition will be to add a new two car garage with an additional two bedrooms and two bathrooms above. Being that it is in the Old Town Historic District, much consideration has been made to take into account the character of the neighborhood. Architectural elements have been pulled from the historic front house on the property as well as the neighboring structures to try to better relate to its immediate context. With the use of more traditional materials and window locations the new house meshes better with the existing house on the site and those around it. Colors were chosen to relate to the house in the use of light trim on a darker body color. In trying to not upstage the front house, a more monochromatic color scheme was chosen to try to relate to the house without trying to copy it. House massing was developed to relate in size and shape to the existing back houses of the neighboring properties while trying to step back from the front house to reduce the its presence. In trying to use a familiar language of architectural elements, the new design incorporates the following features from the front house: - Similar siding materials - Roof forms, slopes and materials - Proportion of window openings and locations - Window mullions - Corner window details - Window and door trimFor these reasons, we believe the design meets the intent of the city’s Historic Preservation Program Guidelines section 3.2 “Construction in Historic Districts”.
