ROLL CALL Present: Commissioners Hemalata Dandekar, Ronald Malak, Nicholas Ostebur, Mike Wulkan, Vice-Chair John Fowler, and Chair Charles Stevenson. Absent: Staff: Community Development Director Michael Codron, Community Development Deputy Director Davidson, Director Xzandrea Fowler, Assistant City Attorney Jon Ansolabehere, Associate Planner Rachel Cohen, Associate Planner Kyle Bell, Planning Technician Cara Vereschagin, and Recording Secretary Summer Aburashed Pledge of Allegiance Chair Stevenson led the Pledge of Allegiance. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA None PUBLIC HEARINGS 1. Citywide. Consideration of the General Plan Annual Report for 2017; City of San Luis Obispo, applicant. Planning Technician Vereschagin presented the staff report and responded to Commission inquiries. Chair Stevenson opened the public hearing. Public Comments Meeting Date: 05-23-2018 Item #: 1 Planning Commission Meeting Minutes March 28, 2018 Page 2 of 5 None Chair Stevenson closed the public hearing ACTION: MOTION BY VICE CHAIR FOWLER SECOND BY COMMISSIONER WULKAN, TO FORWARD THE 2017 GENERAL PLAN ANNUAL REPORT TO THE CITY COUNCIL FOR APPROVAL. With the following recommendations: 1. Include update on workforce housing, smaller units, Junior ADUs, and ADUs in report. 2. Include level of staffing from a public safety standpoint in PC1-61. Motion passed 6-0-0 on the following roll call vote: AYES: COMMISSIONERS HEMALATA DANDEKAR, RONALD MALAK, NICHOLAS OSTEBUR, MIKE WULKAN, VICE-CHAIR JOHN FOWLER, AND CHAIR CHARLES STEVENSON. NOES: NONE ABSENT: NONE 2. 3750 Bullock Lane. Review of a common interest Vesting Tentative Tract Map No. 3111 to create 30 residential lots on the Pratt property, Parcel 2 of Vesting Tentative Parcel Map SLO-17-0127, within the Orcutt Area Specific Plan with a statutory exemption from environmental review in accordance with Government Code section 65457; Zone: R-3-SP, Case # SBDV-1225-2017, RRM Design Group, applicant. Vice Chair Fowler recused himself as his agency is working with the applicant. Associate Planner Cohen presented the staff report and responded to Commission inquiries. Applicant Representatives Pam Ricci and Tim Walters with RRM provided an overview of the project; Chair Stevenson opened the public hearing. Public Comments Charlene Rosales Chair Stevenson closed the public hearing ACTION: MOTION BY COMMISSIONER WULKAN SECOND BY COMMISSIONER DANDEKAR, TO adopt a Resolution entitled: Planning Commission Meeting Minutes March 28, 2018 Page 3 of 5 ”A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, RECOMMENDING THE CITY COUNCIL ADOPT A COMMON INTEREST VESTING TENTATIVE TRACT MAP NO. 3111 TO CREATE 30 RESIDENTIAL LOTS AND AN HOA LOT ON THE PRATT PROPERTY, PARCEL 2 OF VESTING TENTATIVE PARCEL MAP SLO-17-0127, WITHIN THE ORCUTT AREA SPECIFIC PLAN WITH A STATUTORY EXEMPTION FROM ENVIRONMENTAL REVIEW IN ACCORDANCE WITH GOVERNMENT CODE SECTION 65457 (SBDV-1225-2017)” With the following recommendation to the ARC: 1. Pursue installation of a small toddler play area in within the subdivision, possibly within the proposed drainage basin.. Motion passed 5-0-1 on the following roll call vote: AYES: COMMISSIONERS HEMALATA DANDEKAR, RONALD MALAK, NICHOLAS OSTEBUR, MIKE WULKAN, AND CHAIR CHARLES STEVENSON. NOES: RECUSED: VICE-CHAIR JOHN FOWLER RECESS: The Commission recessed at 7:25 p.m. and reconvened at 7:31 p.m. with all Commissioners present. 3. Citywide. Review of proposed ordinance amendments to Title 17 (Zoning Regulations) of the Municipal Code regarding the land use program for Cannabis Activities with a statutory exemption from environmental review, in accordance with Business and Professions Code section 26055 (h); Case # CODE-1058-2017, City of San Luis Obispo, applicant Associate Planner Cohen presented the staff report and responded to Commission inquiries. Chair Stevenson opened the public hearing. Motion passed 6-0-0 on the following roll call vote: AYES: COMMISSIONERS HEMALATA DANDEKAR, RONALD MALAK, NICHOLAS OSTEBUR, MIKE WULKAN, VICE-CHAIR JOHN FOWLER, AND CHAIR CHARLES STEVENSON NOES: NONE ABSENT: NONE RECESS: The Commission recessed at 8:57 p.m. and reconvened at 9:03 p.m. with all Commissioners present. BUSINESS ITEMS 4. Zoning Regulations Update. The Zoning Regulations Update is focused on implementing the policies and programs of the Land Use and Circulation Elements (LUCE). This will be a standing item on the Planning Commission agenda from June 14, 2017 through completion of the Update of the Zoning Regulations, tentatively scheduled for completion in March 2018. This will be an opportunity for staff to update the Commission on the status of the Zoning Regulations Update and for the Commission to listen to ongoing public testimony and discuss any such updates as they come forward. As a standing item, sometimes there will be nothing to report; other times staff will give a brief update with limited discussion; and at certain points, such as review of the Land Use Table, Parking Requirements, and the Reformatted Outline, there will be more substantive discussion on the item. When materials are associated with the Update, as with the White Papers associated with the Update, such information will be made available to the public and Commission prior to the meeting. Continued preliminary review of Article 2 (Zones, Allowable Uses, and Development and Design Standards) b. Preliminary review of Article 4 (Regulations for Specific Land Uses and Activities) c. Informational Item: Draft White Paper - Re-envisioning Personal Mobility; d. Informational Item: Draft White Paper – Implementing the Climate Action Plan in the Zoning Regulations. Public Comment Steve Delmartini The following comments/direction was provided: Setbacks: Include all residential zone standards in one table for quick reference. 17.16: R-1 Zone maximum height is currently 25 feet, however 27-28 feet may be more appropriate. R-2 Zone: Consider reducing the street yard setback from 20 feet to 10 feet. R-3 & R-4 Zones: Consider reducing street yard setback from 15 feet to 10 feet. Garages should provide a 20 foot setback from the back of sidewalk. Consider larger setbacks in R-3 & R-4 for upper floors for appearance and comfort from the public right-of-way. Provide more creative uses in front yard spaces. COMMENT AND DISCUSSION 5. Agenda Forecast – Deputy Community Development Director Doug Davidson provided an update of upcoming projects. The Commission asked to include a discussion on a Planning Magazine article regarding parking structure viewpoints in a future agenda. MOTION BY COMMISSIONER DANDEKAR, SECOND BY COMMISSIONER MALAK, CARRIED 6-0-0 to bring this item to a future meeting. ADJOURNMENT The meeting was adjourned at 10:03 p.m. The next Adjourned Regular meeting of the Planning Commission is scheduled for Thursday, March 29, 2018 at 6:00 p.m., in the Council Chamber, 990 Palm Street, San Luis Obispo, California.
