Dear ARC Commissioners:
a. This is my second message to you concerning the project before you.
b. Again, while this building site is not contiguous to my property at 1510 Higuera St, the impact of size and height will
be felt.
c. In review of the prior comments and recommendations by your board, I noted the owners, builders, developers do
not heed your comments where you "instruct" or "direct" the project be modified.
d. I incorporate my former comments and objections to the proposed project. I don't see where the board has acted on
anything that was objected to in my former comments.
e. I join with all my neighbors and concerned citizens living in the affected zone surrounding this project, who have
made their continued objections known to you commissioners.
f. Our complaints and objections are well grounded in reasonableness and preservation of the quality of life including
clean air, views, sunlight and the freedom from tall structures in our neighborhood.
g. I expect to be present at the next hearing.

I was happy to see the revised plans for Los Padres Inn now have the garage fully enclosed, however, the response to
ARC direction from the 2-12-2018 meeting left much to be desired.
ARC direction is italicized below.
1. Step back the structure away from the south property line. Consider using more of the lot for the structure with the
tallest portions of the structure closer to Monterey Street.
The structure has been stepped back at the third and fourth stories but for those of us living at ground level it
remains overwhelming, a great tall wall. No more of the lot was covered, it remains less than half covered with the
building in a pile at the high end of the lot. Views are being maximized for visitors at the expense of long time residents
on all sides of Los Padres.
2. Provide additional renderings of the project as viewed from key areas such as from California/Monterey,
California/Higuera and Grove/Higuera.
The renderings provided were from one side only, two corners of the short side of the block, Grove/Monterey and
Grove/Higuera. The views are either level or from the high end of the slope. There are no views from California/
Monterey or California/Higuera, both of which would be views looking up the slope. There are also no views showing

the impact of the building on the view from across Monterey where the residents will loose their view and sunrise over
the mountains, nor are there views from directly behind, on Higuera, and the building's impact on the homes on the
south perimeter of the Los Padres lot.
3. Confirm the cultural/historic determination in the environmental review.
There is no mention in the staff report of the decision by the Cultural Heritage Committee to include the two
properties directly behind and adjoining the Los Padres Inn on the City's Master and Contributing Properties List of
Historic Resources. This recommendation will go before the City Council on June 16, 2018.
CEQA recognizes historical resources as part of the environment. CCR Title 14, Chapter 3
(4)(b) A project with an effect that may cause a substantial adverse change in the significance of an historical resource
is a project that may have a significant effect on the environment.
How has the determination been made that there is no substantial adverse change without even a visualization of
these homes in their current and projected context?
Please consider these thoughts in your deliberations and consider long time resident's rights to mountain views and
neighborhood preservation above the right to build higher.
