Honorable Chair Root and Commissioners -
An April 6, 2018 meeting between architect Thom Jesse and the residents of the
Upper Higuera Neighborhood Association resulted in the following mutually
agreed-upon decisions:
1.Mr. Jesse agreed to wall off the parking garage bordering the southern
property line.
2.Mr. Jesse agreed to removing the hospitality room on the fourth level.
Though the parking garage has been walled off there remains a hospitality room at
the fourth level.
At this meeting the residents further asked Mr. Jesse both verbally and in writing
to:
1.Consider ARC’s direction at their February 12, 2018 meeting which was to
“Step back the structure away from the south property line and to consider
using more of the lot for the structure with the tallest portions of the structure
closer to Monterey Street.” That is why the residents suggested placing some
of the second- and third-floor hotel rooms nearest the south property line over
the porte-cochere facing Monterey Street.
2.Insure that the fencing along the length of the rear property line be built out of
sound-insulating concrete block.
The architect has not responded to either of these requests.
It is important that your February 12th direction to the architect be taken seriously
as this design will be a prototype for future hotels built along Monterey Street. You
should be mindful of the fact that Upper Monterey is identified in LUCE 8.2.2 as a
Special Focus Area. LUCE 8.22 states that “the area above Johnson shall have
an emphasis on land use compatibility and neighborhood preservation.” Further,
8.2.2H states “The City will develop an Upper Monterey master plan and design
guide..the City will investigate form-based codes to guide future development and
will involve residents in adjoining areas…in development of the master plan/design
guide." Thank you!
