Objection is made to the proposed project(s) as inconsistent with zoning, deprivation of the City’s income from
Commercial and Business uses, and adding to the jobs/housing disparity.
The project reduces Commercial /Business uses from 10.07 to 5.28 acres which results in a significant reduction in
income to the City.
The Tank Farm/Broad location is a poor choice for assisted Living and memory care. It is heavily trafficked and will only
become busier, it is noisy with the airport, often windy, not a calm or tranquil space.
The proponent indicates an estimated 80 employees for 150 beds. After discussing with a Nursing Home Administrator
familiar with our area, his estimate was more in neighborhood of 2 per resident. Westmont Living indicates they
currently have 700 employees for 1,300 beds or 1.86 per resident. The vast majority of positions are low pay and less
than 40 hours; 279 employees very few of them financially able to live In town. Assisted living facility at this location
adds to the job/housing imbalance and is in opposition the our Climate Action Plan as adding daily commuters. Out of
town employees will drive due to the necessity to take Regional transportation to Downtown before accessing local
transportation which can require up to three hours of commuter time vs 20 - 30 minute drive.
If the City is to revise the Zoning and forgo the related income it should be in the furtherance of a major City goal. A
project developed as True workforce/family housing would serve to reduce the jobs/housing imbalance. The location
near Mind Body and many other employers in the South area is well situated to pedestrian/cycling/public transport
commuters with neighborhood services close by. True mixed-use with community commercial and high density
residential appears appropriate for the location.
A serious concern remains that any housing built will be “luxury student housing” rented by the bed a la 22Chorro. Such
a project would defeat the purpose of locating housing convenient to employment, do nothing to diminish the
jobs/housing imbalance, and reduce City income.
