He further noted that the contractor had already started the removal by cutting roots and pruning. (FRONTAGE STREET) Andrew Nelson, Applicant discussed the request to remove a Modesto Ash in the parkway due to an aphid infestation. Ron Combs, City Arborist indicated it is a dominate street tree planted in the 70s. He noticed the truck damage and the aphid infestation. Karen Chestnut, applicant discussed the request to remove a Liquid Amber tree. Ron Combs, City Arborist indicated the tree is lifting the curb however the tree was healthy and that he could not make the findings to allow the removal of the tree. Removal of the avocado tree was approved with the replacement of a 36 inch box tree per the downtown street tree program including structural soil. CARRIED 4 - 1 - 2 (MEMBER THURMAN VOTED NO, MEMBERS BATE AND ROLPH ABSENT) 7. 571 PATRICIA DR. Ron Rinell, applicant representative discussed the request to remove 2 large fan palm trees. Ron Combs, City Arborist indicated the trees are healthy and that he could not make the findings to allow the removal of the tree. Carla Pohl, applicant discussed the request to remove a coastal redwood tree. Ron Combs, City Arborist indicated the tree was healthy and that he could not make the findings to allow the removal of the tree. I am requesting permission to remove the subject tree based on Tree Ordinance Section 12.24.090 — 2C. Removing the tree will not harm the character or environment of the surrounding neighborhood. The subject tree is in the backyard. Very little is visible from the street. After discussions with our neighbors they are in support of its removal. The litter and shading of this tree on their properties has led them to their decision. Signed letters are submitted with this application. In place of the subject tree, we are planting 40 new trees along the perimeter of the property. In addition, we are willing to donate, plant and hand water 3 Mamosa trees on EI Cerrito Street. I support the removal of this tree. The tree is very close to our property line and the branches shade out my garden and the dropped leaves make it difficult for my garden to thrive. The oak tree leans towards my yard. If it continues to grow in this direction, over time I believe the tree may lean so far as to become a hazard to my property. Overall, the landscape plan Catherine has shared with me includes replacing this tree with a number of other trees that will provide much more greenery from my vantage point but without the drawbacks I'm currently experiencing with the oak tree. For all these reasons, I support the removal of this tree.
