HomeMy WebLinkAbout6/19/2018 Item 9, Codron City of San Luis Obispo, Council Memorandum DATE: June 18, 2018 TO: City Council FROM: Michael Codron, Director of Community Development VIA: Derek Johnson, City Manager DJ PREPARED BY: Xzandrea Fowler, Deputy Director of Community Development SUBJECT: Item #9 – Capital Facilities Fee Program (AB 1600) Fee Table Modification The footnote(s) for the Transportation Impact Fee, as shown in the fee schedule tables provided on Agenda Packet pages 96-98, should be amended to include the underlined additional information: Table 1: Citywide Capital Facilities Fee Schedule (1) The transportation fee applies in most areas of the City, except the San Luis Ranch project area (See Table 2) and the Los Osos Valley Road subarea (see Table 3) where reduced fees apply. The Average Cost per Average Daily Trip (ADT) rate of $605.20 may be applied to non-residential development uses that are not identified in Table 6 – Land Use Category Definitions of the Nexus Study but are identified in the City of San Luis Obispo Parcel Data SIC Correspondence table. Table 2: San Luis Ranch Subarea Capital Facilities Fee Schedule (1) The transportation fee only applies to the San Luis Ranch subarea. The Average Cost per Average Daily Trip (ADT) rate of $469.38 may be applied to non-residential development uses that are not identified in Table 6 – Land Use Category Definitions of the Nexus Study but are identified in the City of San Luis Obispo Parcel Data SIC Correspondence table. Table 3: Los Osos Valley Road Subarea Capital Facilities Fee Schedule (1) The transportation fee applies only in the Los Osos Valley Road subarea. The Average Cost per Average Daily Trip (ADT) rate of $545.63 may be applied to non-residential development uses that are not identified in Table 6 – Land Use Category Definitions of the Nexus Study but are identified in the City of San Luis Obispo Parcel Data SIC Correspondence table. The addition of the underlined information in the footnote(s) of the fee schedule tables are not substantive, but they will provide the community with additional transparency and clarity into how the transportation impact fees are calculated and how they will be applied to new development. The referenced ADT rate(s) were the foundation for the development of the adopted transportation impact fee(s) in the Nexus Study and were discussed with the community and stakeholders during the review and development of the Capital Facilities Fee Program.
