HomeMy WebLinkAbout01-22-2018 CHC Minutes Minutes CULTURAL HERITAGE COMMITTEE Monday, January 22, 2018 Regular Meeting of the Cultural Heritage Committee CALL TO ORDER A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was called to order on Monday, January 22, 2018 at 5:32 p.m. in the Council Chambers, located at 990 Palm Street, San Luis Obispo, California, by Chair Papp. ROLL CALL Present: Committee Members Craig Kincaid, Glen Matteson, Vice-Chair Shannon Larrabee, and Chair James Papp Absent: Committee Members Sandy Baer, Thom Brajkovich, and Damon Haydu Staff: Senior Planner Brian Leveille, Associate Planner Rachel Cohen, and Recording Secretary Summer Aburashed CONSIDERATION OF MINUTES 1. Minutes of the Regular Cultural Heritage Committee Meeting of November 27, 2017. ACTION: UPON MOTION BY COMMITTEE MEMBER MATTESON, SECONDED BY VICE CHAIR LARRABEE, CARRIED 4-0-3, the Cultural Heritage Committee approved the Minutes of the Regular Cultural Heritage Committee Meeting of November 27, 2017, with the following amendment: • Show Committee Member Matteson as present in the Roll Call. PUBLIC COMMENT Andy Pease --End of Public Comment-- PUBLIC HEARING ITEMS 2. 609 Palm Street (610, 614, 630, 633 Palm Street and 970, 972 Nipomo Street.) Review of the Cultural Resources Evaluation in the Draft Environmental Impact Report (EIR) prepared for the Palm Nipomo Parking Garage project which includes five levels of parking for up to 445 parking spaces, 5,000 square feet of commercial space, and a non-profit theater Minutes – Cultural Heritage Committee Meeting of January 22, 2018 Page 2 with approximately 24,000 square feet and up to 255 theatre seats. (Note: 45-day comment period ends February 16, 2018.) Case #: EID-0349-2017, O-H zone; City of San Luis Obispo, applicant. Associate Planner Rachel Cohen provided a PowerPoint presentation and responded to Committee inquiries. Public Comment Dave Hannings Sharon Gottesfeld --End of Public Comment-- Following comments were provided: • Committee Member Matteson noted that sectional views should be included in the EIR. • Chair Papp asked that the potential feasibility of relocation/reconstruction of the adobe at 610 Monterey St reet should be included somewhere in the DEIR discussion. BUSINESS ITEM 3. Chinatown Interpretive Sign. Review of interpretive sign layout, photos, and text, with possible appointment of a subcommittee to refine the final details. (Brian Leveille Subcommittee of Committee Member Kincaid and Chair Papp established to refine language, layout, content, and final placement location. Public comments Andy Pease COMMENT AND DISCUSSION 4. Agenda Forecast & Staff Updates Senior Planner Leveille provided an agenda forecast. ADJOURNMENT The meeting was adjourned at 6:52 p.m. The next Regular Cultural Heritage Committee meeting is scheduled for Monday, February 26, 2018 at 5:30 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California.
