HomeMy WebLinkAbout02-26-2018 CHC Minutes Minutes CULTURAL HERITAGE COMMITTEE Monday, February 26, 2018 Regular Meeting of the Cultural Heritage Committee CALL TO ORDER A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was called to order on Monday, February 26, 2018 at 5:31 p.m. in the Council Chambers, located at 990 Palm Street, San Luis Obispo, California, by Chair Papp. ROLL CALL Present: Committee Members Thom Brajkovich, Damon Haydu, Craig Kincaid, Glen Matteson, Vice-Chair Shannon Larrabee, and Chair James Papp Absent: Committee Member Sandy Baer Staff: Senior Planner Brian Leveille, and Recording Secretary Summer Aburashed APPROVAL OF MINUTES 1. Consideration of Minutes of the Regular Cultural Heritage Committee Meeting of January 22, 2018. ACTION: UPON MOTION BY COMMITTEE MEMBER Kincaid, SECONDED BY COMMITTEE MEMBER Matteson, CARRIED 5-0-1-1, the Cultural Heritage Committee approved the Minutes of the Regular Cultural Heritage Committee Meeting of January 22, 2018, as presented. PUBLIC COMMENT None --End of Public Comment-- PRESENTATION AND DISCUSSION 2. Presentation by the Northern Chumash Tribe of San Luis Obispo County and Region . The Lost Legacy of the "Chinatown" Project - tiłhini history Participants: yak tityu tityu yak tiłhini - Northern Chumash Tribe of San Luis Obispo County and Region. Minutes – Cultural Heritage Committee Meeting of February 26, 2018 Page 2 Mona Olivas Tucker, Tribal Chair Lorie Laguna, Tribal Council; Tribal Language Committee Lisa Lathrop, Tribal Language Committee Kelsey Shaffer, Tribal Non-Profit Board of Directors; Co-Chair Tribal Language Committee Haylee Bautista, Marine Protection Advocate, Tribal Language Committee Wendy Lucas, Tribal Non-Profit Board of Directors Barry Price, Managing Principal, Applied Earthworks Tribal members provided a history of the tribe in San Luis Obispo County. A handout was provided from the tribe with the following six requests: 1. Archaeological firms working on sensitive sites must demonstrate knowledge of cultural history and resources of this area. Revise rules to establish who is qualified. 2. City of San Luis Obispo Archaeological Resource Preservation Program Guidelines must be followed. 3. Identification or establishment of a Cultural Liaison with the city staff-the determination of the point person to address issues with tribal concerns. 4. The establishment of protocol to contact the City of San Luis Obispo, outside of normal business hours. (In trying to save the last piece of the aqueduct, we needed the City's help at 7:00 A.M. The destruction was halted by the actions of the Native American Monitor, but this put her in a difficult situation and she was on her own until nearly 8:0 0 A.M. We were able to support her by making numerous calls for help and fortunately everyone responded to our pleas- however, the last remaining historical feature was in danger of also being destroyed during this tenuous time.) 5. a. Facilitate identifying the next phase and next steps toward preservation efforts of what is left. b. Explore and help support ways to memorialize this area. c. Explore and help support ways to educate the public. 6. Curation costs must be included in the proposed development costs and required by the City as part of the administrative record of the project. Public Comment James Lo pes Allen Cooper The Committee recessed at 7:05 p.m. and reconvened at 7:12 p.m. with all Committee Members present . PUBLIC HEARING ITEMS 3. 667 Monterey Street. Review of revisions to a previously approved Monterey Place mixed - use project in the Downtown Historic District which includes 28 dwelling units and 8,500 square feet of commercial space including office, retail, and restaurant space, with an addendum to the Mitigated Negative Declaration adopted with the previous project approval (ER 43-11). The addendum finds that the revised project will not have significant effects not discussed in the previous Mitigated Negative Declaration and prepara tion of subsequent Negative Declaration is not required pursuant to CEQA Section 15164. Applicant , Mike Hodge and architect, George Garcia provided an overview of the project and responded to Committee inquiries. Public Comment Allan Cooper James Lo pes --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER KINCAID, SECONDED BY COMMITTEE MEMBER HAYDU, CARRIED 5-1-1, adopt a Resolution entitled: “A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE, RECOMMENDING THE ARCHITECTURAL REVIEW COMMISSION FIND THE ARCHITECTURAL MODIFICATIONS TO THE PREVIOUSLY APPROVED MONTEREY PLACE PROJECT CONSISTENT WITH THE HISTORIC PRESERVATION PROGRAM GUIDELINES; 667 MONTEREY STREET (ARCH-4311-16)” The Committee recommends the Architectural Review Commission consider colors and windows for historic compatibility and find the project consistent with the Historic Preservation Program Guidelines. COMMENT AND DISCUSSION Senior Planner Leveille provided an agenda forecast. ADJOURNMENT The meeting was adjourned at 8:36 p.m. The next Regular Cultural Heritage Committee meeting is scheduled for Monday, March 26, 2018 at 5:30 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California.
