Service Complaints: Complaints regarding bus service or routes are to be directed to the Transit
Coordinator at 781-7531. Reports of complaints/commendations are available to the public upon
request.
MISSION: The purpose of the Mass Transportation Committee is to assist with the ongoing public
transit program in the City and Cal Poly. As requested, the Committee provides advisory
recommendations and input to the Council regarding routes, schedules, capital projects, fares,
marketing and additional services.

At this time, the public is invited to address the Committee concerning items not on the agenda but are
of interest to the public and within the subject matter jurisdiction of the Mass Transportation
Committee. Public comment is limited to three minutes per person. The Committee may not discuss or
take action on issues that are not on the agenda other than to briefly respond to statements or
questions, or to ask staff to follow up on such issues.

PRESENTATION:
Agenda Item 1: SLO Safe Ride, Mike Linn
SLO Safe Ride is a ground transportation operator/charter service servicing San Luis Obispo County.
Presentation by Owner/Co-Founder Mike Linn on services they provide.
ACTION ITEMS:
Agenda Item 2: Committee Items – MTC Meeting Frequency Increase
Per MTC Bylaws’, the MTC Committee will set the upcoming year’s schedule by the start of the next
fiscal year. Action has been taken on this at the May 9th Meeting with a new time proposed. However,
this creates a challenge with securing a specific location (room) with any consistency. Further there is a
request from member Figueroa to consider the frequency of the meetings. MTC will vote on this
matter.
DISCUSSION ITEMS:
Agenda Item 4a: Staff Items – Transit Manager’s Report
General verbal update on the events, happenings, promotions, ongoing projects, data and status of the
transit program, these include:
Agenda Item 4B: Staff Items – SRTP Update
General verbal update on the on accomplishments and key performance indicators based on the effects
of the changes down with regard to the Short-Range Transit Plan.
The next meeting will be held: September 12th, 2018

Meeting of the Mass Transportation Committee
CALL TO ORDER
A regular meeting of the Mass Transportation Committee was called to order on Wednesday,
May 9, 2018 at 2:30 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis
Obispo, California, by Mr. John Osumi, Chair.

Swearing in of Ms. Robyn Kisinger and Mr. David Figueroa.
PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA
Mr. Logan Hunter, City resident, informed the Committee he spoke with Mr. John Guyton, First
Transit Safety Manager, regarding the limited usage of the double decker bus, and urged for the
elimination of the Phillips/Pepper loop bus stop.

MOTION: Ms. Torina Wilson moved to approve the Minutes of the Mass Transportation
Committee Meeting as is for March 14, 2018; Ms. Justice seconded. Motion passed
unanimously, carried 7-0.
ACTION ITEMS
Agenda Item #1: Re Vote on MTC Recommendation on Phillips Lane Bus Stop Closure
Due to a procedural error during the last meeting, a Re-consideration for a re-vote was
entertained.
MOTION: Ms. Louise Justice moved to not re-vote last meeting’s decision; Ms. Toina Wilson
seconded. Motion passed unanimously, carried 7-0.
Agenda Item #2: Election Officers
Current officer positions were scheduled to expire. At this time the Committee appointed the
Chair and Vice Chair.
By consensus, the Committee agreed to appoint Mr. John Osumi as Chair and Ms. Cheryl
Andrus as Vice Chair, carried 7-0.
Agenda Item #3: Approve Annual Regular Meeting Schedule
Committee discussion centered around changing the meeting time for later in the day to
increase public participation.
MOTION: Ms. Louise Justice moved to change the meeting start time to 4:30 p.m., Mr. David
Figueroa seconded. Motion passed unanimously, carried 7-0.
DISCUSSION ITEMS
Agenda Item #4: Committee Items
a.) Student Transit Survey Results
Ms. Torina Wilson independently created a survey to have a better understanding of
student needs and demands. This survey was conducted during the month of April and
received 137 responses. Ms. Torina Wilson’s findings were an overall understanding
that most students are unaware of what is available to them in terms of transportation
needs.
Agenda Item #4: Staff Items
a.) Senior/Disabled 31-Day Discounted Pass Schedule Fare Increase
Mr. Gamaliel Anguiano reminded the committee that the 31-Day Senior/Disabled pass
increase from $14.00 to $16.00 will go into effect on July 1, 2018.

b.) Transit Manager’s Report
Mr. Gamaliel Anguiano informed the committee about the following:
• March 12: CalACT, the California Association for Coordinated Transportation,
recognized SLO Transit as the 2018 Transportation System of the Year.
• May 3: Transit was awarded assistance funding for capital projects, such as new
shelters with solar power lighting.
• May 24: Public Works Farmer’s Market night
• May 28: K-12 students ride for free
• June 18: the official start of the summer schedule
• July 1: Senior/Disabled 31-Day Discounted Pass increase goes into effect
ADJOURNMENT
MOTION: Ms. Robyn Kissinger moved to adjourn the meeting; Mr. James Thompson
seconded. Motion passes unanimously, carried 7-0.
The meeting was adjourned at 3:39 p.m.
