Dear Planning Commissioners,
I testified for the Sierra Club and the appellants at the Planning Commission’s Aug. 12, 2015, hearing on the appeal of
the subdivision of the Bressi-Serrano parcel, where the Commission agreed to a future S-overlay for the land. Our
request and that of the local residents was that protection be extended to include all, not a truncated portion, of the
wildlife corridor on the property.
To that end, the overlay should encompass the entire property, including the remainder parcel, extending across the
blueline creek in the adjacent R-1 zoned land to encompass the wildlife corridor, and extending down to Broad Street.
Across the street is 148 Broad, on which an easement was required by the City to protect habitat on the portion of that
lot between Old Garden Creek and houses on Chorro to the east. An S-overlay on the entire Bressi property would
connect to that creekside habitat, implementing the General Plan policy mandating protection of wildlife corridors and
serving the major city goal of open space protection.
At their meeting of June 27, 2013, the LUCE task force voted to remove this site from further consideration for
development in the LUCE update, because the property contains a wildlife corridor.
The intent of the city regarding the disposition of this land -- zoning this parcel as open space, dropping it from
consideration for development in the LUCE update specifically because of its value as a natural preserve -- has been
clear. You now have the opportunity to make that intention a reality as part of the current rezoning process.
The wildlife corridor in question is one of the city’s crucial remaining wildlife corridors, necessary to maintaining a
functioning natural ecosystem within city limits. Please make its protection a priority in the City’s zoning.
