Subject:ARC communication 7/16/2018 item 2 PLEASE POST
I urge you to deny this project based upon the failure of the developer and architect to respond to multiple directional
items especially 6,7, and 9. These item relate to windows, railings, accent colors to highlight architectural features
rendering you unable to affirm Findings 2 and 3 re Community Design Guidelines. Your purpose is to determine
compliance, not to shift that to the discretion of the Community Development Director. The action recommended by
staff negates your purpose.
You are additionally unable to make finding 1 based upon insufficient evidence to find the project as not detrimental to
the health, safety and welfare of persons. This is a confusing overburdened intersection with small pedestrian islands.
The Anholm Bikeway and Safe Route to School have yet to reach final determination but will be within a half-block
whatever the final configuration. The entry to the parking for both 22 Chorro and 790 Foothill are problematic. The
mechanical lifts are untested in the reality of the enclosed areas and the prospect of vehicle congestion while loading
groceries, bicycles, pets etc. which may cause backup into the street and necessitate circling around the block to enter. A
traffic study should be required to enable your deliberate and thoughtful evaluation of the health and safety impacts of
this project. 22 Chorro will be open and operating in September when Cal Poly, Cuesta, and the nearby elementary
schools are in session.

26-30 Transportation
31-32 Urban Forest
33-57 Engineering
58 Indemnification
This project removes 2 single family houses and promotes the creation of a student ghetto. No workforce or family
housing is added nor is the jobs/housing imbalance improved.
Absent denial for failure to comply with Community Design Guidelines and inability to assure health and safety of the
commercial, residential and neighborhood persons, please insist upon an actual traffic study mid-September and
presentation to ARC of the numerous issues left to the CDD by the staffs proposed actions.
