BALLOT Attached are the measures as approved by the City Council on July 15, 1985, as they will appear on the November ballot. Pursuant to Elections Code 5010, et seq., the legislative body, any member(s) of the legislative body authorized by that body, or any individual voter or bonafide association of citizens, or any combination of voters and associations, may file a written argument or rebuttal argument for or against any city measure. Arguments shall not exceed 300 words; rebuttal arguments not to exceed 250 words. (See word count standard sheet for use in writing arguments.) Arguments must be titled either "Argument in Favor of Measure It or "Argument Against Measure ". All arguments must be submitted to the City Clerk's Office no later than Monday, July 29, 1985, at 5:00 p.m. (E1. Code 5015) and in the format as indicated above. Arguments may be changed or withdrawn by their proponents until 5:00 p.m., July 30, 1985. Copies of arguments will be mailed to the person(s) filing the arguments for and arguments against each measure. Rebuttal arguments may be submitted upon a ten-day public examination period of the arguments (July 30 - August 8) in a format similar to that used for arguments. If more than one Argument For or more than one Argument Against any city measure is submitted to the City Clerk, the City Clerk shall select one of the arguments in favor and one of the arguments against giving preference and priority in the order named as follows: (E1. Code 5016). A. The legislative body, or member(s) of the legislative body authorized by that body. B. The individual voter or bonafide association of citizens, or combin- ation of voters and association, who are the bonafide sponsors or proponents of the measure. In case any argument is signed by more than five persons, the signatures of the first five shall be printed (E1. Code 5014). NOTE: If submitted on behalf of an organization, the name of the organization and the name of at least one of its principal officers must be listed. The title and signatures are not counted - only the text is counted. 2. Punctuation and single characters 3. Dictionary words The words "a", "the", "and", "an" are counted as~individual words. _ 4. Abbreviations Examples are: UCLA, PTA,�U.S.M.C., L.A.P.D. free one 5. Place names Examples are: Los Angeles - 1 word New York - 1 word San Luis Obispo - 1 word Cardiff by the Sea - 1 word 6. Whole numbers: Digits (1 or 10 or 100, etc.) Spelled out (one or ten or one hundred) 7. Numeric combinations (1973, 13, 1/2, 1971-73, 5%) 8. Dates: All digits Words and digits (April 10, 1984) one one for each word one one two 9. Monetary amounts (if the dollar sign is used with figures - $1,000,000)___one 10. If the text exceeds the word limit, author to delete or change a sufficient number of words, or a sentence, to put it within the required word limit. MEASURES ON THE BALLOT FOR THE GENERAL MUNICIPAL ELECTION SCHEDULED NOVEMBER 5, 1985 Measure C 1. Shall City Charter Section 405 be amended so that time served as a result of an appointment or election which is less than one-half (1/2) of the full term not be included in determining the eight (8) year limitation? Measure D 2. Shall City Charter Sections 602 and 606 be amended to allow for changes to the Municipal Code to be done by subsections? Measure E 3. Shall the City Charter be amended to add Section 908 to require that annexed lands may only be developed consistent with the General Plan? FULL TEXT FOR _MEASURE _C "SECTION 405. Limitation of Terms. (A) Neither the Mayor nor any member of the Council shall serve in the same office for more than eight (8) years in succession; provided, however, that any time in office resulting from a partial term which is less than one-half (1/2) the length of the full term for that office, shall not be considered." FULL TEXT FOR MEASURE D "SECTION 602. Requirements of Ordinances. (A) With the sole exception of ordinances which take effect upon adoption referred to in this article, no ordinance shall be passed by the Council on the day of its introduction nor within five (5) days thereafter, nor until its publication at least once in full in a newspaper of the City of San Luis Obispo at least three (3) days before its adoption; and in case of amendment being made thereto before the final adoption of the ordinance, the amended portion or portions of said ordinance must in like manner be republished at least one day before its adoption as amended, provided that no less than a full subsection shall be published. The correction of typographical or clerical errors shall not constitute an amendment within the meaning of the foregoing sentence. MEASURES ON THE BALLOT NOVEMBER 5, 1985 (B) The publication of ordinances as required by subdivision (A) may be satisfied by the publication of a summary of the proposed ordinance in lieu of publication of the full text as required in subdivision (A). At the time the proposed ordinance is introduced, the Council shall determine whether the full text of the ordinance shall be published or whether a summary shall be published; if the Council fails to so determine, the full text shall be published. If the Council determines that a summary shall be published, the summary shall be approved by the City Attorney. A copy of the full text of the proposed ordinance shall be on file in the office of the City Clerk on and after the first business day following its introduction, and shall be available to any interested member of the public." "SECTION 606. Amending Ordinances. No ordinance shall be amended by reference to its title, but the subsections thereof to be amended shall be re-enacted at length as amended; and any amendments passed contrary to the provisions of this section shall be void." (SF1AL) Pamela Voges, City Cl r i VOL 2891 PAGE595 CERTIFICATION OF CHARTER AMENDMENTS (MEASURES "C", "D" & "E") AS RATIFIED BY THE ELECTORS OF THE CITY OF SAN LUIS OBISPO I, Pamela Voges, City Clerk of the City of San Luis Obispo, do hereby certify that at the General Municipal Election held in the City of San Luis Obispo, California, on the 5th day of November, 1985, the following amendments to the San Luis Obispo City Charter were ratified by a majority of the electors of said City: CHARTER AMENDMENT ARTICLE IV. ELECTIVE OFFICIALS SECTION 405. Limitation of Terms. (A) Neither the Mayor nor any member of the Council shall serve in the same office for more than eight (8) years in succession; provided, however, that any time in office resulting from a partial term which is less than one-half (1/2) the length of the full term for that office, shall not be considered.
