Madam Mayor and City Council
I applaud many of the updates, additions, deletions and thought that are included in this update. I attended many of the
meetings and appreciated the staffs patience as they presented each item and listened to the public and/or Planning
Commission comments and recommendations.
An item of concern or curiosity for me. Assuming someone follows all the rules set backs, etc...
1. Tiny Homes. I found this item under Article 4, #17.86.210 A maximum square footage of 450 sq. ft. I'm surprised that
a "Tiny Home" can be the size of our recent maximum of a studio unit as well as about the same size as a standard
double car garage. It would be interesting to see this size a structure to be on wheels being towed behind a vehicle to be
placed behind an existing home. At most of the meetings I've attended the pictures shown of Tiny Homes are usually of
pretty tiny homes.
2. Utility Connections and Requirements - Tiny Homes apparently don't need to be connected to an existing "utility" if
one can prove otherwise is safe as stated in the paragraph. I suggest giving an example of how to dispose of waste if not
attached to a sewer line, or provide electricity without an extension cord (or something)? I think more clarity on this
could be important.
3. Foundation Requirements - (a.) If the tires are removed on a tiny home it must be placed on a foundation. Doesn't it
then really become an ADU ?
4. Procedure Requirements - (d.) How is an "owner occupant" defined ? Someone on title ? I'm curious as to what
department in the city will do the annual inspections on these tiny homes ? Will there ultimately be an inspection fee
such as there are on other rental properties as a Tiny Home can be rented if there is an owner occupant in the other
residence ? Business license ?
