Subject:Approval of Ordinance 1130 revision
At your Tuesday, August 21, meeting, among the four items for consideration under the zoning regulations
update is a second item, a revision of Ordinance 1130.
Our community of 170 homes in the San Luis Drive area has been protected by this Ordinance since 1989, and
became reinvolved with it when it was subject of debate during the development of LUCE 2035.
We have since worked closely with the City to improve it and to remedy weaknesses and apparent ambiguities
in wording uncovered during the City review of the 2014 proposal for the Monterey Hotel.
The revision of Ordinance 1130 before you was initiated by the San Luis Drive neighborhood in June of 2017,
and substantially improved through meetings and discussions with both the Planning Commission and City
Staff. We appreciate the attention and effort of all who were involved in it over the last year and a half.
Our community is grateful to the City for working with us on the issue and heartily endorses the revision
that is before you. We urge the Council to approve the revision of Ordinance 1130 as proposed.
One item of technicality: The original 1989 ordinance included a map that delineated the location of a revised
C/OS boundary. That C/OS boundary is also referenced in the revision, but the map is not included. If this is
an oversight, either the map should be included with the revised ordinance or a reference inserted into the
Ordinance itself stating where relevant explanatory information can be found elsewhere in City documents.
Thanks again for working with our community to further clarify this important piece of legislation.
