Due to work commitments I am unable to attend the meeting tomorrow night, and I hope that you will accept these comments and give them the same consideration that you would if I were able to deliver them in person. The adoption of the LUCE was a major step forward for the future of our City, and the Zoning Update is an essential tool for implementing the LUCE. In general the staff has done a good job of incorporating the LUCE policies into the Zoning Update, and they are to be commended. Nothing is perfect, and the Zoning Update is no exception. As I expressed to the Planning Commission, I have real concern about the issue of parking in the downtown core. While we all agree that a modal shift is desirable, that goal should be tempered by the fact that (1) the population of our town is aging, (2) many individuals who work in SLO must commute from elsewhere and (3) the availability of parking is essential to the success of our downtown merchants and tourist economy. In my view the vitality of downtown is jeopardized when we do not recognize current parking needs and make a reasonable accommodation for the future, and I would encourage you to address that issue either in the context of the Zoning Update or as a stand- alone item at a future Council meeting. Having said that, in my view it is important for the Zoning Update to be adopted so that the LUCE may be implemented. I suspect that some residents will encourage you to defer or delay this process until the Zoning Update is perfect, but I urge you to resist that invitation and to move forward with adoption of the Zoning Update.
