I have been a resident and home owner in the city of San Luis Obispo for over 40 years. 2. I am especially concerned and strong opposed to zoning changes that would allow building heights on Monterey street (between Santa Rosa and Pepper streets) to exceed 45 to 50 feet. Heights exceeding these levels would lead to a "canyon effect" along Monterey as well as substantially interfering with hillside views. Additionally such tall buildings with their attendant commercial offices and possible residential units would add to already challenging parking issues on Monterey street. 3. I also am strongly opposed to zoning changes that would allow construction of tiny houses (with or without wheels) on existing single family residential lots in the City. This is a recipe for excessive density and increased parking problems in residential neighborhoods that already have inadequate parking. Moreover, if housing affordability is the motivation for tiny houses, the Council would be better advised to strongly, persistently, and vocally encourage Cal Poly to immediately undertake planning and construction of additional student housing on campus to allow 40 to 50 percent of the student body to be housed in dormitories and apartment complexes on campus. Other universities are using public- private partnerships to achieve similar goals. 4. Lastly, I am skeptical of a transportation mode in the city's circulation element that divides future transportation use among autos at 50 percent, bicycles at 20 percent, walking at 18 percent, and public transit at 12 percent.
