This is not the American way. When I installed solar panels on my roof and bought a small electric car 3 years ago, it was my choice. The government didn’t tell me or my neighbors you “must” do it to help save the planet. Incentives were offered to make it less costly, but it was my decision to help with the climate change problem. In this case, residents are being told you “must” sacrifice for the greater good. Period. That sounds like a socialist dictatorship, not America. And when the cycle lobby rejected the Lincoln Street alternative because it was inconvenient for cyclists to travel a few blocks over to a more sensible, less intrusive bike route, it became total hypocrisy. How can you ask residents to suddenly drive around in circles or park 3 or 4 blocks from their houses, while at the same time demanding more convenience for yourself. Either engage in a truly democratic process with the residents involved and offer compensation for what you are telling them to give up, or put this idea in the circular file once and for all.
