MY husband and I recommend denial of the proposed amendment to the circulation element that would preclude
automobile access in the area between Meineke and Ramona Drive. To direct the through traffic over to Chorro and
then up to Foothill Blvd (which is already impacted) in order to access our local grocery store (California Fresh Market)
and then reverse this to go home is not a reasonable solution. We are also concerned that if Chorro is designated as and
arterial that truck traffic would increase on this road.
This was never made clear to those who have followed this project and to now at the very end of the process staff
identifies that following the direction to find a way to have a separated bikeway would not be in conformance with the
adopted general plan demonstrates that this is a square peg being pushed into a round hole. And it will likely mean that
people will take other routes to avoid having to use Chorro and Foothill Blvd.
The premise of circulation is to find a way to SHARE the road so that both cars and bicycles can safety reach their
destination. Please try significant reduction in speed and speedbumps to slow down the cars and see how this works
before considering the diverter option. You are tearing this neighborhood apart and we request that you slow this down
and see if other solutions will work. I drive Broad and Chorro on a regular basis and the majority of the time there are
no bicycles on this route. There are clearly peak times during the school day where there are many bicycles but the vast
majority of other times, no one is bicycling - but you would still divert the automobile traffic over the Chorro and Foothill
even though there is no use occurring.
