Regular Meeting of the Human Relations Commission
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Human Relations Commission was called to order on
Wednesday, August 1, 2018 at 5:00 p.m. in the Council Hearing Room, located at 990 Palm Street,
San Luis Obispo, California, by Chair Welts.
ROLL CALL
Present: Commissioners Robert Clayton, Michael Hopkins, Emily Rosten, Vice-Chair
Carol Sexton, and Chair Nancy Welts
Absent: Commissioners Barrie DuBois and Samuel Hughes
Staff: Cara Vereschagin, Assistant Planner
PUBLIC COMMENT
None
CONSIDERATION OF MINUTES
1. ACTION: MOTION BY VICE-CHAIR SEXTON, SECOND BY COMMISSIONER
ROSTEN CARRIED 5-0-2 to approve the minutes of the Regular Meeting of the Human
Relations Commission of June 6, 2018.
BUSINESS ITEMS
2. Review the draft 2019-20 Grants-In-Aid (GIA), Community Development Block
Grant (CDBG), and Neighborhood Matching Grant (NMG) timelines
Assistant Planner Vereschagin discussed the upcoming grant cycle timelines for Community
Development Block Grants (CDBG), Grants-in-Aid (GIA), and Neighborhood Matching Grants
(NMG). Commissioners reviewed and discussed; no changes were made to any dates.

3. Diversity Effort

Chair Welts began the discussion amongst the Commission. Mayor Harmon was in attendance
and provided feedback and support regarding a possible work effort around the topic of diversity.
Assistant Planner Vereschagin finalized the date of a future meeting with the HRC
Subcommittee, City Council Liaisons, staff liaisons, and members of the SLO Police
Department’s Police And Community Together (PACT) team to discuss next steps.
Additional Communications
Chair Welts informed the Commission of some key take-aways from the June homelessness she
attended.
Chair Welts shared a few items from the Mayor’s Quarterly Meeting, including regional efforts
to minimize the impact of the Diablo Power Plant closure and the recently drafted Regional Code
of Civility. She also shared the Area Agency on Aging’s new farmer’s market vouchers and new
Senior Guide. Chair Welts discussed information from Scott Smith regarding affordable housing
projects from HASLO and a potential community workshop to discuss the police headquarters
facility upgrade.
ADJOURNMENT
Chair Welts adjourned the meeting at 6:23 p.m. The next Regular meeting of the Human Relations
Commission is scheduled for Wednesday, September 5, 2018 at 5:00 p.m., in the Council Hearing
Room, 990 Palm Street, San Luis Obispo, California.
