Regular Meeting of the Cultural Heritage Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was called to order on
Monday, July 23, 2018 at 5:30 p.m. in the Council Hearing Room, located at 990 Palm Street, San
Luis Obispo, California, by Chair Papp.
ROLL CALL
Present: Committee Members Sandy Baer, Thom Brajkovich, Glen Matteson, Damon Haydu,
Vice-Chair Shannon Larrabee, and Chair James Papp
Absent: Committee Member Craig Kincaid
Staff: Senior Planner Brian Leveille, Associate Planner Rachel Cohen, Assistant Planner
Walter Oetzell, and Deputy City Clerk Heather Goodwin
APPROVAL OF MINUTES
1. Consideration of Minutes of the Special Cultural Heritage Committee Meeting of June
27, 2018:
By consensus, the Cultural Heritage Committee approved the Minutes of the Special Cultural
Heritage Committee Meeting of June 27, 2018, with the following amendment to the spelling of
Rodriguez on packet page 3:
• Change Rodriquez to Rodriguez

PUBLIC HEARING ITEMS
2. 1027 Nipomo Street. Case #: ARCH-3216-2016; Review of a new 50-foot tall, five-story
project that includes 3,392 square feet of commercial/retail space, 67 hotel rooms, and a
subterranean valet parking lot within the Downtown Historic District with a categorical
exemption from environmental review; C-D-H zone; Creekside Lofts LP, Applicant

Associate Planner Rachel Cohen provided a PowerPoint presentation and responded to
Committee inquiries.
Applicant Representative, Scott Martin, RRM Design Group, provided an overview of the
project.
Chair Papp disclosed that he had ex-parte communication with Mr. Rob Rossi, a member of
the applicant team.

ACTION: UPON MOTION BY COMMITTEE MEMBER BAER, SECONDED BY
COMMITTEE MEMBER HAYDU, CARRIED 5-1-1, (VICE CHAIR LARRABEE VOTING
NO, COMMITTEE MEMBER KINCAID ABSENT) to recommend the Architectural Review
Commission find the project inconsistent with the Historic Preservation Program Guidelines
Section 3.2.1 because the building is not compatible in scale and massing with the adjacent
Downtown Historic District’s structures and provided specific direction to reduce the overall
height of the building to the height of the third story of the project reviewed on August 14, 2017,
setback the upper story, and any changes to the project will require CHC review.

The Committee recessed at 7:00 p.m. and reconvened at 7:05 p.m. All Committee members
present.
3. 868 Upham Street. Case #: HIST-1621-2018; Review of a Historical Preservation Agreement
(Mills Act Program) for the Master List Harry E. Lyman House, with a categorical exemption
from environmental review; R-2 Zone; Maggie and Jason Browning, applicants.
Associate Planner Walter Oetzell provided a PowerPoint presentation and responded to
Committee inquiries.
Applicant Representatives, Jason Browning, provided an overview of the project.

ACTION: UPON MOTION BY COMMITTEE MEMBER MATTESON, SECONDED BY
COMMITTEE MEMBER BAER, CARRIED 6-0-1, (COMMITTEE MEMBER KINCAID
ABSENT) to adopt Resolution No. CHC-1006-2018 entitled:
“A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE,
RECOMMENDING THE CITY COUNCIL APPROVE A HISTORIC PROPERTY
PRESERVATION AGREEMENT FOR THE MASTER LIST HARRY E. LYMAN HOUSE
LOCATED AT 868 UPHAM STREET”
4. 890 Osos Street. Case # HIST 1615-2018; Review of a Historical Preservation Agreement
(Mills Act Program) for the Master List Teass House, with a categorical exemption from
environmental review; C-D-H Zone; Vintage Properties, applicant.
Associate Planner Walter Oetzell provided a PowerPoint presentation and responded to
Committee inquiries.

SECONDED BY COMMITTEE MEMBER BRAJKOVICH, CARRIED 6-0-1, (COMMITTEE
MEMBER KINCAID ABSENT), to adopt Resolution No. CHC-1007-2018 entitled:
“A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE,
RECOMMENDING THE CITY COUNCIL APPROVE A HISTORIC PROPERTY
PRESERVATION AGREEMENT FOR THE MASTER LIST TEASS HOUSE LOCATED AT
890 OSOS STREET”

The Committee recessed at 7:19 p.m. and reconvened at 7:21 p.m. with 5 members present.
Committee Member Brajkovich recused for Item 5 and exited the Council Hearing Room.
5. 1140 Iris Street. Case # HIST-1428-2018; Review of alterations and additions to a single-
family dwelling (Contributing List Historic Resource), with a categorical exemption from
environmental review; R-2-S zone; Dave and Karen Rucker, applicants.
Associate Planner Walter Oetzell provided a PowerPoint presentation and responded to
Committee inquiries.

SECONDED BY COMMITTEE MEMBER HAYDU, CARRIED 4-1-1-1, (CHAIR PAPP
VOTING NO, COMMITTEE MEMBER KINCAID ABSENT, COMMITTEE MEMBER
BRAJKOVICH RECUSED) to accept the revised proposal as presented and allow staff to make
changes as they deem necessary.
Committee Member Brajkovich returned to the table at 8:20 p.m.
6. 859 Murray Street. Case # HIST-1422-2018; Architectural Review of a project involving the
deconstruction and reconstruction of a single-family residence and a detached garage
(Contributing List Historical Resource), with a categorical exemption from environmental
review; R-1 zone; Ted Gill, applicant.
Associate Planner Walter Oetzell provided a PowerPoint presentation and responded to
Committee inquiries.
Applicant Representatives, Chuck Crotser and Louisa Smith, provided an overview of the
project.
Property Owner Ted Gill, provided an overview of the project.
Applicant Representatives, Charles Vance, summarized the project and responded to
Committee inquires.
Committee Member Mattson indicated that he had ex-parte communicate with the Applicant’s
representative.

COMMITTEE MEMBER BAER, CARRIED 6-0-1, (COMMITTEE MEMBER KINCAID
ABSENT) to adopt Resolution No. CHC-1008-2018 entitled:
“A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE

RECOMMENDING THAT THE COMMUNITY DEVELOPMENT DIRECTOR FINDTHE
DECONSTRUCTION AND RECONSTRUCTION OF A SINGLE-FAMILY DWELLING AND
DETACHED GARAGE, ON PROPERTY LOCATED AT 859 MURRAY STREET AND
DESIGNATED AS A CONTRIBUTING LIST HISTORIC RESOURCE, TO BE CONSISTENT
WITH THE HISTORIC PRESERVATION ORDINANCE (ARCH-1236-2018)”
With the following changes:
• Leave the form of the garage up to the applicant.
Committee Member Haydu left the meeting at 9:00 p.m.
COMMENT AND DISCUSSION
Senior Planner Leveille stated was nothing to report at this time for upcoming projects.
ADJOURNMENT
The meeting was adjourned at 9:03 p.m. The next Regular Cultural Heritage Committee meeting
scheduled for Monday, August 27, 2018 has been cancelled. The next Regular Cultural Heritage
Committee meeting is scheduled for Monday, September 24, 2018 at 5:30 p.m., in the Council
Hearing Room, 990 Palm Street, San Luis Obispo, California.
