I understand that education and collaboration is a very important part of the process that needs to happen in advance of critical decisions being made. (And I have witnessed decisions made or opinions formed without enough information. It is my goal to improve that experience in the future on this specific topic.) I've been involved in the revision of your ordinance as directed by council, but the design criteria was not provided as requested. I have been in close collaboration with Kyle Bell, so I understand what happened with this. He knows I have a different point of view on the need for design criteria and affordability and that's fine. We agree that we don't want to make barriers to high or over-think this, because we will learn as we go and adapt. I became involved in supporting SLO because I have been involved in disaster relief 3 years in a row after the biggest fires in our history. The reality they face is that they have ZERO ENERGY to be innovative in housing policy in spite of the need. What I have witnessed is that disaster affected building departments become over-worked in dealing with disaster assessment and rebuilding of structures and utilities, in addition to their previous workload. In the zone, this is the issue all over the place for many people. Your city is not currently in crisis and you have staff and the will to support, so you are in the best position to become leaders in learning how to support this housing type BEFORE the disaster. The other important issue this housing type addresses is affordability, which is ONLY in theory, unless you put deed restrictions on the parcel where placed. (I have information to help support this.)
