Special Meeting of the Architectural Review Commission
CALL TO ORDER
A Special Meeting of the Architectural Review Commission was called to order on Monday,
August 27, 2018 at 5:01 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis
Obispo, California, by Chair Root.
ROLL CALL
Present: Commissioners Richard Beller, Brian Rolph, Angela Soll, Christie
Withers, Vice-Chair Amy Nemcik, and Chair Allen Root
Absent: Commissioner Micah Smith
Staff: Deputy Director Doug Davidson, Associate Planner Rachel Cohen and
Recording Secretary Summer Aburashed.

CONSIDERATION OF MINUTES
1. Approval of the minutes of July 16 and August 6, 2018 of the Architectural Review
Commission meeting.
ACTION: MOTION BY COMMISSIONER ROLPH, SECOND BY VICE-CHAIR NEMCIK,
CARRIED 6-0-1 (Commissioner Smith absent) to approve the minutes of July 16, 2018 as
amended:
Add a comma to the direction provided in the motion on page 4: “The design may incorporate
the revised color scheme as presented at the hearing so long as the color of the balcony railings
are provided with a lighter color, the cantilevered floor framing shall be the same color tone as
the projecting eaves as identified in the revised design.”

ACTION: MOTION BY COMMISSIONER WITHERS, SECOND BY COMMISSIONER
BELLER, CARRIED 6-0-1(Commissioner Smith absent) to approve the minutes of August 6,
2018 as presented.
PUBLIC HEARINGS
2. 3750 & 3810 Bullock Lane. Architectural review of three separate projects 1) a 30-unit,
two-story multi-family residential project on the recently subdivided Pratt property, 2) a 32-
unit, two-story multi-family residential project within the Righetti Ranch area, and 3) a
mixed-use project that includes 4, three-story live-work units and a single story 3,400 square
feet commercial building on another portion of the Pratt property. All the projects are
adjacent to one another within the Orcutt Area Specific Plan and, respectively, are statutorily
exempt from environmental review or have been evaluated by separate Mitigated Negative
Declarations of environmental review. Case #: ARCH-1519-2018, R-3-SP & C-C-MU-SP
zones; Ambient Communities, applicant.
Associate Planner Rachel Cohen presented the staff report with the use of a PowerPoint
presentation and responded to Commissioner inquiries.
Applicant Representatives, Scott Martin and Chris Dufour, provided an overview of the
project and responded to commissioner inquiries.

entitled:
“A RESOLUTION OF THE SAN LUIS OBISPO ARCHITECTURAL REVIEW
COMMISSION GRANTING FINAL ARCHITECTURAL REVIEW APPROVAL OF 1) A 30,
TWO-STORY MULTI-FAMILY RESIDENTIAL UNITS AT 3750 BULLOCK LANE (PART
OF THE PRATT PROPERTY AND STATUTORILY EXEMPT FROM ENVIRONMENTAL
REVIEW), 2) A 32, TWO-STORY MULTI-FAMILY RESIDENTIAL UNITS AT 3810
BULLOCK LANE (PART OF THE RIGHETTI PROPERTY), AND 3) A MIXED-USE
PROJECT THAT INCLUDES 4, THREE-STORY LIVE-WORK UNITS AND A SINGLE
STORY 3,400 SQUARE FEET COMMERCIAL BUILDING AT 3750 BULLOCK LANE

With the following added conditions:
The building plan submittal shall provide added color variation to the satisfaction of the
Community Development Director.
The building plan submittal shall include pavers in the pedestrian crosswalks and
stamped, stained and/or scored concrete around the commercial building to the
satisfaction of the Community Development Director.
The building plan submittal shall include updated landscape plans that include 15 gallon
trees within the public/private walkways between units to the satisfaction of the
Community Development Director and the City Arborist.

Deputy Director Doug Davidson provided a brief agenda forecast.
ADJOURNMENT
The meeting was adjourned at 6:29 p.m. The Regular Architectural Review Commission
meetings for Monday, September 3, 2018 and Monday and September 10, 2018 have been
cancelled. The next Regular meeting of the Architectural Review Commission is scheduled for
Monday, September 17, 2018 at 5:00 p.m., in the Council Hearing Room, 990 Palm Street, San
Luis Obispo, California.

1. 1027 Nipomo Street. Review of a new 50-foot tall, five-story project that includes 3,392
square feet of commercial/retail space, 67 hotel rooms, and a 35-space subterranean valet
parking lot within the Downtown Historic District. Case #: ARCH-3216-2016, C-D-H
Zone; Creekside Lofts, L.P., applicant.
Associate Planner Rachel Cohen presented the staff report with the use of a PowerPoint
presentation and responded to Commissioner inquiries.

ACTION: MOTION BY COMMISSIONER ROLPH, SECOND BY COMMISSIONER
SMITH, CARRIED 5-1-1 to continue with following direction:
1. Address the mass and scale of the side of the structure adjacent to the Creamery.
2. Provide additional step backs on the third and fourth floors, similar to how the building is
set back above the brick portion along Nipomo Street.
3. Reconsider including the arch/gateway sign. Is this feature necessary?
4. Review the materials proposed for the project and their compatibility.
5. Provide additional documentation verifying how the valet parking will work.
6. Work with the CHC and the ARC to refine design. Revisions to the project will require
CHC review before returning to the ARC.
7. Address the noise concerns regarding the balconies and windows that face the creek.
Eliminate balconies and include inoperable windows.
8. Internalize and/or diminish the visibility of the elevator tower.
9. Provide loading and unloading areas for the hotel.
10. Provide a visual analysis of the project within the block. Show views from all the streets
surrounding the project, especially from Nipomo Street and from Higuera Street over the
lower story structures.
11. Review the paseo and provide more information on how the paseo connects to the
Creamery entrance.
12. Reconsider the color of the dark colored cornice.

The Commission recessed at 7:23 p.m. and reconvened at 7:29 p.m. with all Commissioners
present.
2. 950 Orcutt Road. Continued review of a one to three-story mixed-use development
consisting of 78 apartment units and 6,800 square feet of commercial space inclusive of a
4,000 square foot amenity structure and three mechanical parking lift structures, with a Class
32 Categorical Exemption (Infill Development) from environmental review. Case #: ARCH-
1196-2017, M Zone; Andy Fuller, applicant.
Associate Planner Kyle Bell presented the staff report with the use of a PowerPoint
presentation and responded to Commissioner inquiries.
Applicant Representatives, Tom Jess and Andrew Fuller, summarized the project and
responded to Commission inquires.

WITHERS, CARRIED 6-1-0 to adopt a Resolution entitled:
A RESOLUTION OF THE SAN LUIS OBISPO ARCHITECTURAL REVIEW
COMMISSION APPROVING THE DEVELOPMENT OF A ONE TO THREE-STORY
MIXED-USE DEVELOPMENT CONSISTING OF 78 APARTMENT UNITS AND 6,800
SQUARE FEET OF COMMERCIAL SPACE WITH A 4,000 SQUARE FOOT AMENITY
STRUCTURE AND THREE MECHANICAL PARKING LIFT STRUCTURES. THE
PROJECT IS CATEGORICAL EXEMPT FROM ENVIRONMENTAL REVIEW. AS
REPRESENTED IN THE STAFF REPORT AND ATTACHMENTS DATED
SEPTEMBER 17, 2018 (950 ORCUTT ROAD, ARCH-1196-2018)
With the following direction provided:
Include additional conditions from the Engineering and Transportation Divisions with the
exception of condition 56 as it does not apply to the project.
The commission suggests modifying the condition 3 to direct the applicant to work with staff to
enhance the design on the front elevation of the parking lift to give more articulation and
variation

CALL TO ORDER
A Special Meeting of the Architectural Review Commission was called to order on Thursday,
September 27, 2018 at 12:00 p.m. in the Community Development Main Lobby Conference
Room 1, located at 919 Palm Street, San Luis Obispo, California, by Chair Root.
ROLL CALL
Present: Commissioners Richard Beller, Micah Smith (via telephone), Angela Soll, Christie
Withers, Vice-Chair Amy Nemcik, and Chair Allen Root
Absent: Commissioner Brian Rolph
Staff: Community Development Director Michael Codron and Deputy Director Doug
Davidson. Other staff members presented reports or responded to questions as
indicated in the minutes.
DISCUSSION
1. The Architectural Review Commission and staff will discuss implementation of the recently
updated Zoning Regulations; focusing on design-related development standards and the new
development review process.
Community Development Director Michael Codron and Deputy Director Doug Davidson
facilitated a discussion on the new development review process and Kyle Bell, Associate
Planner made a presentation and responded to Commissioner inquiries on design-related
development standards of the Updated Zoning Regulations.
