HomeMy WebLinkAbout10/16/2018 Item 20, Codron City of San Luis Obispo, Council Memorandum DATE: October 15, 2018 TO: City Council FROM: Michael Codron, Community Development Director VIA: Derek Johnson, City Manager DJ PREPARED BY: Rachel Cohen, Associate Planner SUBJECT: Item #20 – Cannabis Business Operator Permit Ranking Criteria This memorandum provides updates and staff recommended changes regarding the proposed Ranking Criteria: 1. Packet Page 352 under “Minimum Scoring Criteria” it states, “Applicants must receive a minimum score of 70% of all available points in order to be issued a Cannabis Operator’s permit.” This sentence should state the following instead: Applicants must receive a minimum score of 70% of the highest achieved score in each business type category in order to be issued a Cannabis Operator’s permit. 2. Staff is recommending additional language be added to the first paragraph on Packet Page 352 that describes what happens in the case of a tie for the top scoring retail storefront applications. The following sentence would be added to the Evaluation Criteria: In the event of a tie for the top scoring retail storefront applications, applicants will be required to participate in a face to face interview with the City’s panel of reviewers for a final evaluation. 3. Staff is recommending that an additional condition (Condition #4) be added to the proposed resolution to allow the City Manager the ability to approve an alternate location for a cannabis business in the event the location originally identified is no longer an option. This may occur if, for example, a higher ranked operator is located within 1,000 feet of another operator. Staff recommends the following language be added to the resolution: The City Manager is authorized to allow certified cannabis business operators to submit a land use permit application for an alternative location in the event that the originally proposed business location is no longer an option.
