Regular Meeting of the Cultural Heritage Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was called to order on
Monday, May 21, 2018 at 5:29 p.m. in the Council Hearing Room, located at 990 Palm Street,
San Luis Obispo, California, by Chair Papp.
ROLL CALL
Present: Committee Members Sandy Baer, Damon Haydu, Vice-Chair Shannon Larrabee,
and Chair James Papp
Absent: Committee Members Thom Brajkovich, Craig Kincaid, and Glen Matteson
Staff: Senior Planner Brian Leveille, and Recording Secretary Summer Aburashed
APPROVAL OF MINUTES
1. Consideration of Minutes of the Regular Cultural Heritage Committee Meeting of April
23, 2018:
ACTION: UPON MOTION BY COMMITTEE MEMBER BAER, SECONDED BY VICE
CHAIR LARRABEE, CARRIED 4-0-3, the Cultural Heritage Committee approved the Minutes
of the Regular Cultural Heritage Committee Meeting of April 23, 2018, as presented.

2. Proposed Development Review Process Changes (Doug Davidson)

3. 1815 Monterey Street. Review of the proposed rehabilitation of the Master List Monday
Club property including new restroom facilities, office addition, and landscape renovation,
with a categorical exemption from environmental review. Case #: ARCH-1118-2017, C-T-

ACTION: UPON MOTION BY COMMITTEE MEMBER BAER, SECONDED BY VICE-
CHAIR LARRABEE, CARRIED 4-0-3, to adopt Resolution No. CHC-1002-2018 entitled:
“A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE
RECOMMENDING THE COMMUNITY DEVELOPMENT DIRECTOR APPROVE THE
PROPOSED REHABILITATION OF THE MONDAY CLUB INCLUDING AN ADDITION
AND MINOR MODIFICATIONS TO THE MASTER LIST HISTORIC STRUCTURE, C-T-S,
C/OS-5 ZONE, AT 1815 MONTEREY STREET, ARCH-1118-2017”, as presented as outlined
with recommended Conditions 1,2, and 3.
4. 679 Monterey Street. Review of the construction of a single-family dwelling and
construction of a deck addition to an existing Contributing list property in the
Downtown Historic District; with a categorical exemption from environmental
review; Case #: ARCH-1236-2017 and USE-1432-2018; C-D-S-H Zone; Bill
Walter, applicant.

MEMBER HAYDU, CARRIED 4-0-3, to adopt Resolution No. CHC-1003-2018 entitled:
“A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE
RECOMMENDING TO THE COMMUNITY DEVELOPMENT DIRECTOR APPROVAL OF
Minutes – Cultural Heritage Committee Meeting of May 21, 2018 Page 3
A NEW DWELLING IN A NEW TWO-STORY BUILDING, A DECK ADDITION TO THE
PRIMARY STRUCTURE, AND RENOVATION OF A PORTION OF A DETACHED
ACCESSORY STRUCTURE (GARAGE) ON PROPERTY THAT IS A CONTRIBUTING
LIST HISTORIC RESOURCE IN THE DOWNTOWN HISTORIC DISTRICT, LOCATED AT
679 MONTEREY STREET (ARCH-1236-2017)”, as presented.
5. 1568, 1582, and 1592 Higuera St., and 1061 Grove St. Request to include two
properties on the City's Inventory of Historic Resources as Master List Historic
Resources, with a categorical exemption from environmental review; Case #:
HIST-1458-2018, O Zone; Thomas Menzie Cliff, applicant.

The Committee recessed at 7:23 p.m. and reconvened at 7:30 p.m. with all Committee Members
present.
ACTION: UPON MOTION BY COMMITTEE MEMBER BAER, SECONDED BY VICE-
CHAIR LARRABEE, CARRIED 3-1-3, to adopt Resolution No. CHC-1004-2018 entitled:
“A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE
RECOMMENDING THAT THE CITY COUNCIL ADD THE PROPERTY LOCATED AT
1568 HIGUERA STREET TO THE MASTER LIST OF HISTORIC RESOURCES AS “THE
MILES FITZGERALD HOME” AND ADD THE PROPERTY LOCATED AT 1582 & 1592
HIGUERA STREET AND 1061 GROVE STREET TO THE CONTRIBUTING PROPERTIES
LIST OF HISTORIC RESOURCES (HIST-1458-2018)”, as presented.
With the following recommendation:
Master list the Fitzgerald house based on architecture and significance of occupant, and add the
Steiner residence to the contributing list based on architecture.
6. 1037 Leff Street. Conceptual review of a three story, two-bedroom addition, to an
existing one-bedroom single-story residence located behind a Contributing list
historic resource, within the Old Town Historic District, R-3-H zone; Case #:

ARCH-1238-2017, R-3-H zone; Melissa Allan, applicant.

ACTION: The CHC provided feedback and direction for staff to continue working
with the applicant to follow up on items discussed and to proceed to the Director for
final action.
COMMENT AND DISCUSSION
Senior Planner Leveille provided an agenda forecast.
ADJOURNMENT
The meeting was adjourned at 8:39 p.m. The next Regular Cultural Heritage Committee meeting
is scheduled for Monday, June 25, 2017 at 5:30 p.m., in the Council Hearing Room, 990 Palm
Street, San Luis Obispo, California.
