Re: Monday, November 19, 2018 ARC meeting for Item #3, Project Address: 3725 Orcutt Road, SLO ARCH-1019-2017, Applicant WCP Developers, LLC. Dear Commissioner(s), Hello, my name is Patti Taylor. I am the Taylor part of the Muick Taylor Family Trust that owns the property adjacent to 3725 Orcutt Road SLO which is the subject property for your architectural review on Monday November 19, 2018, Item#3. My focus is very narrow in regards to the South Morros 47 lot development project before you. My only concerns are regarding lots 10-23, primarily lots 10-15. Lots 10-23, surround our home’s adjoining property lines. Lots 10-15 are along 300+ feet of one side adjoining property line a nd are the most impacting lots. VTM 3044 Atelier was approved in October, 2013, for development of the 3725 Orcutt Road 10 acre parcel. The Atelier development looked a lot different than the South Morros 47 lot development project before you today. Following is a summary comparison of the two designs, V TM3044 Atelier and South Morros : Summary Comparison of two designs - Atelier & South Morros Atelier: Has lots 1-18 surrounding my property South Morros: Has lots 1-23 (5 more lots in the same footprint). Concern: More lots, more homes, more neighbors, privacy lost for all. Atelier: Lots 8-18 are 1-story heights, 15’-18’. South Morros: Lots 10-15 are 2-story heights, 26’- 3”. Concern: Height differences, South Morros proposes all 2-story. Atelier: 1 and 2-story homes offer choices. South Morros: All 2-story homes offer no choices. Concern: Discriminates, no choices offered, no affordability. Of concern is lack of diversity when heights are all the same. Atelier: Lots are bigger. South Morros: Lots are smaller, more lots. Concern: Changing to smaller lot sizes created building impacts. Atelier: Foundations had side retaining walls. South Morros: Foundations changed – to back side retaining walls. Atelier: Set back was a solution offered at 20 ft. South Morros: Set back now asking a variance to be 10 ft. Concern: Set back to 10 ft will impact my adjacent parcel with a 30 ft set back. Atelier: Views remained and included morros, sunsets and trees. South Morros: Views taken away from adjacent property owner – me. Concerns: The existing views should not be replaced with retaining walls/fencing 9 ft high, or homes 26’-3” high, placed upon 6 ft elevated building pads. It is disturbing that this will be allowed to happen. “Views” are a lucrative selling point. Atelier: VTM 3044 was approved 10-01-13 by City Council. South Morros: Cannot find public review s for South Morros. Concern: How does all this happen without Planning Commission or City Council reviews and approvals? Not a minor event. Atelier: The 20% 1-story homes to be provided was fulfilled. South Morros: The 20% 1-story homes to be provided was not fulfilled. Concern: Plan 1, is proposed to fulfill the 20% 1-story requirement. Plan 1 is not a true 1-story home. The defense comment made by South Morros was that Plan 1 gives the appearance of a 1-story. Appearance refers to illusions, deception or hiding something. Plan 1 is deceptive trying to pass as a 1-story when it has the same height as all the other 2-storys (26’-3”). Height impacts are major concerns. In the spirit of working towards a better project for our community, probably the easiest solution, in regards to the new map (South Morros 47 lots), would be to: #1 Restrict lots 10-15, housing designs, to be only 1-story (15’ to 18’). Including lot 10 in the restrictions, would visually present a more attractive tiered effect, open up the view corridor to sunlight/space and lessen the significant impacts to adjacent homeowners. Front corner lot 10 will be the most visible adjacent lot on the Orcutt Rd frontage of the South Morros development. Lot 10 is proposed to have a 26’-3’ ft, 2-story home, with upper level decking, placed on a 6 ft elevated building pad, totaling 32’+ ft. It be quite visible and should be reviewed. #2 The very least of solutions would be for just lots 11-15 to be restricted to 1-story homes. The restriction means no building de signs alluding to the “appearance of”. It means 1-story homes with ma ximum height of 18 ft placed on building pads. #3 Secondary benefits to either solution would be a betterment for the project as the goal for 20% of the proposed homes to be single story (true 1- story homes, not the “appearance’ of) would be met. Plus, some views might return, the 10’ set back variance might go away, the monotonous same height level goes away, diversity returns and maybe, just maybe, some affordability will become available.
