I realized your meeting is tomorrow and I can't be there because I'm still in Paradise getting some emergency housing set up for folks. I will look at the information you have given.... and what's available on the website. Sorry I can't be there. I will be there within a week I hope to continue my housing search. This is the most incredible fire storm I could imagine. Paradise frankly was a chimney because they had rim canyon on both sides of the town. The stories of surviving the escape are humbling. Send me anything you got on your tiny policy as it currently stands. My 3 issues that concern me are 1) Affordability - Deed restriction on pricing tied to HASLO 1 bedroom studios (Should exist BEFORE permitting) 2) Insulation - Should be better. Can amend this later when we have better examples to build with. 3) Chassis - Make sure these chassis axles are built adequately and not overweight. Can amend this later, sooner rather than later. Investors bought up most of the inventory in Chico after the fire. So sad..... I'm sure we'll talk tomorrow. I met with one of the authors of IRC Appendix Q (written for tiny homes) over the weekend at a building workshop. The IRC is on a 3 year updating cycle and the deadline is in late spring. THUS any suggestions we want to offer based on our practical experience need to happen by then or we have to wait another 3 years. In your previous message (below) you mentioned the "clause added to the development standards for tiny homes ‘to resemble the general appearance, siding, and roofing of a traditional home.” Also, standards relating to skirting of the undercarriage, foundation, utility hook-ups, and screening of mechanical equipment were included." Please send this to me, if you have it available. I am also looking for the property maintenance standards mentioned by Doug Davidson at the planning commission meeting. Where can I find this? Furthermore to be as productive as possible in developing a tiny home housing model, I need your help please. I MUST find a property that can welcome a tiny home, so I can get started in building one and work thru these details with you to see where the greatest need for improvement lies and document the experience for educational purposes. YOUR SUGGESTIONS FOR ANY LEADS TO PLACE LEGALLY ARE VERY WELCOME. I was contacted today by one of the largest water re-sellers in the state seeking information I previously published on emergency housing. I'm going to decline engaging for now. Once we work out the model I envision, then we can open to wider discussion for other municipalities to consider. I still remain incredibly alarmed about no deed restrictions on renting these units. I know first hand what is happening in the rental market and it is really alarming. If you don't put restrictions on these units at the same time it is legalized, adding restrictions later will be harder politically because people 2 will eventually feel a sense of entitlement. It is a gift to be offered the opportunity of a tiny home on wheels and at 1/4 the development costs, I think it is perfectly reasonable to restrict rental prices. I look forward to seeing how this initiative unfolds and am grateful for your pro-active approach to this flexible housing option. The Commission believed the certification by the national code body (ANSI) was sufficient, and in fact, they added some flexibility by including “or comparable standard” to the certification language. While a covenant agreement to ensure owner-occupancy would be required, the Commission did not entertain any other deed restrictions, nor any form of rent control. There will be more discussion of these items in the staff report now being th prepared for the Council on November 27. The main concern I have is this, I need you to please tell my why I have been told there is no strong desire to implement deed restrictions for rental pricing on tiny homes.
