Subject: Permanent Camera Placement 11/27/18 Consent Item 4
There was a question regarding clarification to Consent Item 4 regarding permanent camera
placement and the statement in the first paragraph that states the cameras have "proven to be
valuableā. The cameras have proven to be valuable in Mission Plaza to be able to monitor the
many events held there throughout the year in real time. They provide a way for personnel to
monitor crowds without having to deploy directly into the crowd, which can be unpopular
depending on the event.
In addition, the cameras are a criminal deterrent and allow us to watch for criminal activity around
the Mission and use directed enforcement to address issues such as drinking, smoking, aggressive
panhandling etc. Those activities are not typically conducted in the presence of officers.
They have also been used in the recovery of evidence related to crimes that have occurred including
a stabbing in Bubblegum Alley and video from a resisting arrest near the Murray Adobe.
There was a second question regarding pole height and aesthetics of Mission Plaza. The plan for
installation, height, and location of the poles will be presented to the Parks and Recreation
Commission and other appropriate advisory bodies prior to making any alterations to Mission
Plaza.
