Dear Mayor Harmon and City Council Members -
On the consent agenda calendar for this evening's meeting is the APPROVAL OF THE FINAL MAP
FOR TRACT 3096, SAN LUIS RANCH, 1035 MADONNA ROAD (SBDV-3772-2016).
It is my hope that you will all vote to pull this item from the consent agenda. The tremendous fault in
the final map and substantiating documents is not the affordable housing that is proposed, it is the
traffic infrastructure to support the homes and commercial development. This is delineated on Pages
18-20 of information for this agenda item.
Prado Road has been on the San Luis Obispo City Master plan as an East-West connector from
Madonna Road to Broad Street since 1960. It was inked into the most recent Land Use Circulation
Element (LUCE) document as a “four-lane truck highway,” extending from Madonna Road to Broad
Street.
This Council has given the proverbial green light to a handful of housing developments in the LUCE
without putting specific guidelines on the timing and the amount of the traffic infrastructure to support
each development. Prado Road and the proposed overpass and/or interchange play significant roles
in both the San Luis Ranch development and the Avila Ranch development. Inadequate planning and
lack of follow-through now will cripple traffic in and adversely impact the surrounding neighborhoods.
Prado Road is being “illegally segmented” or “piecemealed” and this is in violation of CEQA. There
has never been a comprehensive Environmental Impact Report(EIR) of Prado Road analyzing the
cumulative impacts, the cost and the feasibility of it. Our City staff will say that Prado Road has been
adequately “studied” over the years. Honestly, now is the time for facts, figures, and a timeline.
Although a recent victorious City Council candidate stated that it was one of her campaign goals to
get the Prado Road overpass built, there does not seem to be coordination between the City staff,
Caltrans and the developers to do so in the near future. Also, if one simply takes a measuring tape
and drives along the proposed route of Prado Road you will all see that it simply does not fit as a
“four-lane truck highway” as it is documented in the LUCE.

So, please remove this item from the consent agenda. Be logical. Please delay approval of this
project and demand that a comprehensive Environmental Impact Report of Prado Road from
Madonna Road to Broad Street be executed.
