SUBJECT: APPOINTMENTS TO THE CITIZENS’ REVENUE ENHANCEMENT
OVERSIGHT COMMISSION, JACK HOUSE COMMITTEE, AND MASS
TRANSPORTATION COMMITTEE
RECOMMENDATION
In accordance with the recommendation of the Council Subcommittees:
1. Confirm the appointment of Winston Newland to the Citizens’ Revenue Enhancement
Oversight Commission, to complete an unexpired term through June 30, 2019.
2. Confirm the appointment of Julie Moore, as the representative of the San Luis Obispo
County History Center, to the Jack House Committee effective December 4, 2018; a nd
3. Confirm the appointment of Ryan Hund, as the ASI student representative, to the Mass
Transportation Committee, to complete an unexpired term through March 31, 2019.
DISCUSSION
Citizens’ Revenue Enhancement Oversight Commission
(Council Liaison Subcommittee Members Christianson and Pease)
Due to the resignation of Ken Tasseff, effective April 12, 2018, an unscheduled vacancy
occurred on the Citizens’ Revenue Enhancement Oversight Commission. Mr. Tasseff’s term
would have expired on June 30, 2019.
The Council Liaison Subcommittee recommends the appointment of Winston Newland, effective
December 4, 2018, to a term expiring June 30, 2019.
Jack House Committee (Council Liaison Subcommittee Members Rivoire and Gomez)
Due to the resignation of Eva Ulz, effective January 24, 2018, an unscheduled vacancy occurred
on the Jack House Committee. Ms. Ulz served as the representative of the San Luis Obispo
County History Center. Pursuant to the Jack House deed restrictions, there are no term limits for
this position.
The Council Liaison Subcommittee recommends the appointment of Julie Moore, as the
representative of the San Luis Obispo County History Center, effective December 4, 2018.

Mass Transportation Committee
(Council Liaison Subcommittee Members Rivoire and Pease)
Due to the resignation of Torina Wilson, effective June 4, 2018, an unscheduled vacancy
occurred on the Mass Transportation Committee. Ms. Wilson served as the ASI student
representative, for a term to expire on March 31, 2019.
The Co uncil Liaison Subcommittee recommends the appointment of Ryan Hund (as the ASI
student representative), effective December 4, 2018, to a term to expiring March 31, 2019.
Policy Context
The recommended appointments are consistent with the Advisory Body Handbook adopted by
Resolution No. 10862 (2018 Series).
Public Engagement
Staff posted a Notice of Unscheduled Vacancies for each of the above Committees and
Commission outside of City Hall, San Luis Obispo County Library, and on the City’s website as
required and advertised for interested citizens to apply.
RECRUITMENT
The following Bodies have vacancies and interested individual are encouraged to apply:
1. Construction Board of Appeals (1 – Representative with Disability)
2. Human Relations Commission (1)
3. Mass Transportation Committee (1 – Alternate member)
ENVIRONMENTAL REVIEW
The California Environmental Quality Act does not apply to the recommended actions in this
report, because the actions does not constitute a “Project” under CEQA Guidelines Sec. 152 78.
FISCAL IMPACT
There is no additional fiscal impact with the appointment s to the Citizens’ Revenue
Enhancement Oversight Commission, Jack House Committee, and Mass Transportation
Committee.
ALTERNATIVES
Defer making appointments and direct the City Clerk to continue recruiting. The City
Council may choose to defer making appointments at this time and direct the City Clerk to
continue the recruitment.
