SUBJECT: APPOINTMENTS TO THE ZONE 9 ADVISORY COMMITTEE
RECOMMENDATION
Make appointments to the Zone 9 Advisory Committee, effective December 31, 2018, and
recommend the County Board of Supervisors confirm, as follows:
1. Appoint Christine Mulholland to serve as public member to represent the City of San Luis
Obispo on the Zone 9 Advisory Committee for a term to expire on December 31, 2022; and
2. Appoint Dave Romero to serve as the alternate member to represent the City of San Luis
Obispo on the Zone 9 Advisory Committee for a term to expire on D ecember 31, 2022; and
3. Appoint Matt Horn, City Engineer, to serve as the staff representative on the Zone 9
Advisory Committee; and
4. Appoint Brian Nelson, Supervising Civil Engineer, to serve as the alternate staff
representative on the Zone 9 Advisory Committee for a term to expire on December 31,
2022.
DISCUSSION
Background
The City’s membership to the Zone 9 Advisory Committee shall consist of three members and
three alternates as recommended by the City Council and confirmed by the Board of Supervisor s.
The City shall also recommend an alternate for each member to serve in their absence. The City
current membership roster is as follows:

Policy Context
The recommended appointments are consistent with the Zone 9 bylaws as referenced in
Attachment A.
Public Engagement
Staff posted a Notice of Scheduled Vacancies outside of City Hall, San Luis Obispo County
Library, and on the City’s website as required and advertised for interested citizens to apply.
Staff received two applications.
Staff is recommending that the City Council take action to appoint the public member and
alternate public member to the Zone 9 Advisory Committee.
Staff is also recommending the reappointment of Matt Horn, City Engineer, as well as a revision
to the alternate staff member position. Manny Guzman, the current alternate staff member has
recently been promoted to the City’s Construction Engineering Manager. Historically the City’s
alternate staff member is the City’s Supervising Civil Engineer and therefore staff is
recommending that Brian Nelson, Supervising Civil Engineer, replace Manny Guzman as the
alternate staff member to the Zone 9 Advisory Committee.
At the January 8, 2019 City Council meeting, the City Council will be making appointments to
the City’s Council Liaison Subcommittees for calendar year 2019, including the Zone 9 Council
Member representatives.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act does not apply to the recommended action in this
report, because the action does not constitute a “Project” under CEQA Guidelines Sec. 15278.
FISCAL IMPACT
There is no additional fiscal impact for the Zone 9 Advisory Committe e.
ALTERNATIVES
Defer making appointments and direct the City Clerk to continue recruiting. The City
Council may choose to defer making appointments for the member -at-large and alternate at this
time and direct the City Clerk to continue the recruitment.
