HomeMy WebLinkAbout12/4/2018 Item 13, Skinner From:Tony Skinner < To:E-mail Council Website Subject:PLA Mayor Harmon and members of the City Council- I am writing you to give you some food for thought on the city manager’s recommendation to not sign the PLA and to instead go with community outreach. I suggest you look at the Community Memorial Hospital project in the city of Ventura. The Building Trades reached out in hopes of negotiating a PLA on the project. The hospital decided not to partner with the trades and go with community outreach. It was a disaster. The majority of the workforce came from not only out of the county, but out of state and in some cases out of the country.When they broke ground about seven years ago the completion date was scheduled for March of 2015. After many delay’s due to poor management and shoddy workmanship they are hoping to have the hospital open by the end of this year according to an article in the Ventura Star by tom Kisken earlier this year. This is what happens when you hire workers off the street that are not qualified. A similar hospital was built down the street with qualified help and was built on time and within budget and the County is very happy with that project. Something to think about tomorrow as one trades not signing the agreement would have no significant effect on the proposed agreement.
