SUBJECT: Response to Lea Brooks Council Correspondence
The Council received correspondence from on a number of items which are addressed in this
memorandum.
1. Request to pull consent item #8 "Plans & Specification for Buchon Traffic Calming "for a
brief presentation on Attachment A because it is not included.
The staff report does indicate that the plans and specifications are included as attachment A,
however, the plans and specs are provided under separate cover as Council Correspondence. The
plans and specifications are detailed technical construction and legal documents which are not
typically the subject of staff presentations.
2. The Buchon Neighborhood Traffic Calming Plan was not reviewed by the Active
Transportation Committee (ATC). The ATC is not included in the approval process for
Neighborhood Traffic Calming projects even though these projects improve safety for
Pedestrians & Cyclists.
It is correct that the Traffic Calming plan was not reviewed by the Active Transportation
Committee. If Neighborhood Traffic Calming Plans prepared under the City's Adopted
Neighborhood Traffic Calming Program are consistent with the Bicycle Transportation Plan policy
and design guidelines ATC review is not triggered. Updates to both the Neighborhood Traffic
Calming Program and the Bicycle Transportation Plan are currently in development, these
protocols will be reviewed and discussed as part of those work efforts.
3. Is the proposed traffic circle at Toro & Buchon partially stop controlled like the temporary
traffic circles on Chorro?
No, unlike the temporary circles on Chorro the proposed traffic circle on Buchon includes the
necessary geometry changes that allow for traditional all -way yield traffic circle control.
4. The ATC was not consulted on the proposed HAWK beacon on Broad Street &
Woodbridge. However, we were asked to include the project in our recommended 2019-21
budget goals, which they did because the HAWK will be a significant improvement.

The ATC did review and recommend adoption of the Broad Street Corridor enhancement plan
concurrently with the LUCE update in 2014, which included this controlled bicycle and pedestrian
crossing at Broad & Woodbridge. Funding for design was allocated as part of the 2017-19 financial
plan and is currently underway. Once a design is completed it will be presented to the ATC as an
information item prior to Council review. As part of ATC's adoption of its 2019-2021 budget goal
recommendations, funding for construction of this improvements was identified as a priority.
