Question: ‘clarification on the project names in the "Overall Status of the City’s Current CIP Projects" (page 316), to make sense of the percent-complete data. For example, "Laguna Lake Dredging" says 75% complete when of course, the entire project is not 75% complete. Does that mean permit documents? Year 1 dredging? Same question for the Palm Nipomo Parking Structure, Prado Road overpass and several others throughout the list. Response: The question indicates that potential improvements in future capital reporting should be made to include a summary on how the completion percentages are calculated and status descriptions. The projects in question, in particular, Laguna Lake Dredging, Palm/Nipomo Parking Structure and Prado Road Overpass, and all the projects in general, utilize the following basis for reporting. There are three methods for calculating the completion percentage. a. For projects that are elements of Major Council Goals, the percent complete is based on the milestones noted in the Goal targets. For example, for Palm Nipomo, we identified completion of final design for the 17-19 Financial Plan. We have completed environmental but have not yet reached final design – a status we currently estimate as 40% complete. b. If a project has an identified number of steps, or individual processes, the percent complete is based on the percentage of the completed steps or progress towards completing those steps. c. If a project has a certain number of days identified in the Project Plan, the percent complete is based on the number of days, assuming the project is on schedule. d. In no case is the percent complete based on the actual dollars expended. In future displays of project status, completion percentages will show both the full construction budget, and, the actual two-year Financial Plan budget upon which the percent complete is calculated. Budget Foundation- CIP-Status Report and Long Range Page 2 In future Capital Project status reports, staff will include additional information clarifying the methods used to estimate project completion. Question: what does "Master Plan Implementation" refer to, on page 328? Response: Master Plan Implementation refers to the Water Distribution Master Plan. This language will be clarified in updates to the Long-Range Capital Plan
