Dear Mayor Harmon and City Council Mayors,
It is important for you to approve the PLA tonight, excluding the Operating Engineers. Their exclusion does not detract from the
importance of keeping your agreement to support local workers and our local economy.
The Operating Engineers are choosing not to sign onto this project, however they do not have the ability to impede its progress by a
sanctioned strike. It is not necessary for a PLA to include every single trade. For example, the Topaz Solar Farm PLA did not include all
trades, yet was a locally successful PLA.
The Central Coast Labor Council and the Building Trades Council are fully committed to this project. They are the only groups that
could call a sanctioned strike, and will not do so, as it is contrary to the interests of all of their applicable members who have signed on
to the PLA.
If by some chance the Operating Engineers attempted an unsanctioned strike, it would not be supported by the workers of the Central
Coast Labor Council or the Building Trades. However, if the council rejects the PLA, it could actually trigger a sanctioned strike by those
who have signed on. This would have a far more devastating impact on the project and the workers than any possible action by the
Operating Engineers.
The SLO County Democratic Party’s vision is one of Dignity, Stewardship, Integrity, and the active pursuit of Social, Economic, and
Environmental Justice for all. Passage of the PLA coincides with these values and is a major priority for the Party. It is an important
opportunity for the City of San Luis Obispo to stand up for the working people of this community by creating local jobs at living wages.
This PLA is what is right for the people of this community. Please do not allow one small obstacle to stand in the way of this important
agreement.
