Minutes of the Tree Committee of October 22, 2108 PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. New Business: Trees in the construction laydown area for WRRF upgrade at 35 Prado Rd. Recommendation: Approval for pruning and replacement of small non-native trees in construction lavdown area. 5. Old Business: Arbor Day and 35th year as a Tree City USA Recommendation: Continue to meet Tree City USA requirements and recap the successful event Arbor Day event held at Santa Rosa Park. COMMENT AND DISCUSSION 6. Arborists Report: City Arborist to report on the pruning of Higuera St. and Palm St. by the Downtown Foresters. Consideration of Minutes of the Tree Committee Meeting of September 24, 2018: ACTION: UPON MOTION BY COMMITTEE MEMBER LUCAS, SECONDED BY COMMITTEE MEMBER ROLPH, CARRIED 7-0-0, the Tree Committee approved the minutes of the Tree Committee Meeting of September 24, 2018, as presented. PUBLIC COMMENT None --End of Public Comment -- TREE REMOVAL APPLICATIONS 2. 1085 Hii!uera (5 Brazilian peppers) City Arborist Combs provided a presentation and responded to Committee inquiries. Ben Kulick, applicant representative, provided a brief overview of the tree removal project. The Committee made further recommendations that the applicant consider a replacement species other than oak trees. BUSINESS ITEMS 3. NEW BUSINESS Arbor Day Event Piannin� City Arborist Combs discussed the details of the November 3, 2018 event and responded to Committee inquiries. 4. OLD BUSINESS The Committee discussed the completion date for the updated Tree Ordinance project and the exploration of the Ficus tree/white fly eradication project. 5. ARBORIST REPORT City Arborist Combs discussed the Downtown Foresters pruning project and noted that another Tree Volunteer Workday was slated for November 10, 2018. COMMENT AND DISCUSSION City Arborist Combs provided an agenda forecast for the December 10, 2018 Regular Meeting. The two trees in question are Podocarpus trees. They are very large (-75ft) and located in the northwest corner of my property. The tree roots have damaged a drainage pipe that is connected to a DI (Drain Inlet) in the parking lot behind my house located at 889 Murray Avenue (corner of Santa Rosa and Murray). This drainage pipe diverts run-off from the parking lot through an easement behind my property, then takes a 90 degree turn and runs between my house at 980 west street and my neighbor's house at 974 west street before reaching its outlet through the curb on West Street. When this drain and drainage pipe isn't functioning properly all the run-off from the parking lot is diverted into my neighbors and I's property and both of our houses came very close to flooding last winter. We assumed the pipe needed to be replaced, which we started doing a few weeks ago. Upon excavating the pipe we discovered that the tree roots had broken it. We consulted with several arborist about cutting the roots so we could install a new pipe, they advised against it as it would make the tree unstable and increase it's potential to topple. These trees are located very close to both of our houses, and coincidentally both of our master bedrooms. I am asking to remove the trees so we can replace the piping and avoid flood damage.
