Good afternoon Commissioners,
Cal Poly recently provided the City Council with an update regarding their 2018-2019 academic year
enrollment and housing statistics. Per City Council requested that information is be shared with the Planning
Commission. Cal Poly is in the process of revising their proposed Campus Master Plan, which we anticipate
will be released for public review in early Spring 2019, along with the associate environmental review
document. Provided below is Cal Poly’s Summary Update and attached is Cal Poly’s Excel table with historical
(1975 to 2018) student enrollment and housing data.
I’ll recap this information with the Commission during the Staff Update at your meeting on December 12th. In

Below are some facts regarding Cal Poly’s enrollment and housing numbers.
There are approximately 23 less students living off campus today than there were in the year 2000 despite
an enrollment increase of approximately 5,000 students. There are approximately 1,640 less students living
off campus today than there were in 2002, the last year before the modern phase of on campus housing
growth.

Historic:
In the last 40 years (since 1975), the percentage of Cal Poly students living on campus has increased by nearly
18% when compared to our overall student enrollment. This is despite an enrollment increase of
approximately 6,654 students over that time period.
Since 2000, Cal Poly has invested more than half a billion dollars into student housing facilities. Further, since
2000, Cal Poly enrollment has grown by 4,935 students and, during the same period, the university added
5,321 beds to its housing inventory. Essentially, Cal Poly has provided additional housing capacity for all
student enrollment growth since 2000.
Cal Poly has nearly tripled its student occupancy over this 18‐year timespan without the use of any state
funds. At the same time, enrollment has grown by just under 5,000 students.
In the fall quarter of 1975, there were approximately 2,793 students living on campus. This included:
North and South Mountain, Yosemite and Sierra Madre residence halls.
From 1975 through 2002, the number of students housed on campus remained fairly steady, experiencing
some fluctuation based on enrollment and other needs of campus.
In 2003, Cal Poly added just under 800 beds with the development and opening of the Cerro Vista
Apartments.
In 2004, we added just over 100 beds by doubling and tripling some rooms in the red bricks.
In 2008, Cal Poly added just over 1,500 beds with the opening of phase 1 of the Poly Canyon Village
Apartments and adding capacity in some of the red bricks.
In 2009, Cal Poly added another approximately 1150 beds with the opening of phase 2 of Poly Canyon
Village Apartments and adding capacity in more of the red bricks.
In 2011, Cal Poly added just over 450 beds by, again, doubling and tripling some existing rooms.
In 2013, Cal Poly added just over 350 beds by doing the same again.
In 2016, Cal Poly added the 34 beds in the Lofts downtown – off campus housing but still housing
provided by Cal Poly.
In 2017, Cal Poly required all first‐time students to live on campus.
Also in 2017, Cal Poly added bunk beds to the apartments of Cerro Vista & Poly Canyon Village to
accommodate the unplanned enrollment increase that took place, adding just under 950 beds on campus.
This same year, Cal Poly had to unexpectedly close Fremont Hall (just over 200 beds) due to instabilities
identified in the hillside behind the Hall.
Most of the beds that were added to existing rooms in 2017 were converted back to their original state
this fall (2018). Also this fall, Cal Poly opened yakʔitʸutʸu; adding another nearly 1,500 beds. However,
Fremont Hall remained closed. In 2018, Cal Poly has approximately 7,774 living on campus.
This fall, Cal Poly launched the Local Address Project; a survey asking students to identify where they reside in
our local communities. Seventy percent of all students updated their local physical addresses through this
effort. From the data collected, we are able to identify that approximately 11% of students who live off‐
campus live outside of the City of San Luis Obispo. Cal Poly plans to continue to look for ways to enhance this
process to ensure a greater number of respondents in future efforts.
It’s important to note that it’s challenging to try to tell the story of Cal Poly’s evolution in these areas through
data points. For example, Cal Poly’s housing and enrollment counts change every quarter throughout each

academic year. For consistency, we’ve used fall quarter counts in the data points and in the attached
spreadsheet.
When we released data a few years ago on our predictions for future housing, we were not able to take into
account the unanticipated closure of Fremont Hall or the unanticipated enrollment increase in the 2017‐2018
academic year since we could not have anticipated those circumstances.

Current:
Cal Poly currently ranks at the top of the CSU campuses of comparable population sizes when considering
student bed counts.
Cal Poly’s fall 2018 official census data was recently released. The Census identified that Cal Poly’s total
student enrollment for fall 2018 is 21,812, down from 22,188 last year. That equates to 376 fewer students
overall when compared to enrollment for fall 2017.

Future:
Cal Poly’s plan is to get enrollment to between 21,300 and 21,550 (2016 enrollment and the University’s
target number) by 2020.
Pending CSU approval, the first phase of student housing construction in the Master Plan includes up to 2,600
student beds. Cal Poly is ready to move this phase forward as soon as possible once approved. Cal Poly will
require all first‐year and sophomore students to live on campus as soon as housing is available. Cal Poly’s
Master Plan goal is to house up to 65% or 15,000 students total (including all first and second year students)
on campus by the full build out of the Plan in 2035.
