Flood study hy Corps

A U.S. house 'subcommittee
Thursday approved a bill that
would authorize the Army Corps
of Engineers to conduct a .flood
control study for the entire county.
The authorization is included in
the Water Resources Development
mill which should•be approved by
Congress by the end of the current
session, according to Bill MacNelis
of Congressman Burt Talcott's of-
fice.
Ater the study is approved and
signed ' by President Richard Nik-
on, funding for the study will still
be needed. On Sept. 18 a represen-
tative of the state. Water Commis-
sion will request that the White
House include $50,000 for a study
of the watershed area around the
city. of San .1.auis . Obi po in- next-.
year's federal budget.
MacNeiis said.. the House bill al-
lows the Corps to study the entire
county because there is more than
one flood -prone area in the coun-
ty. The hill was approved by a
subcommittee of the House Pub-,
lie Works Committee and now
goes to the full committee. - .
Perry Davis, a Corps spokesman
in Los Angeles, said the bill would
allow the Corps to study other
areas in the county in the future
without seeking specific congm%
siohal authority.
Clinton'Milne of the county en-
g1neering department was surpris-
ed that the whole county was in..
eluded in .the bill. He described
the subcommittee approval ,is
"step one" toward the actual Corps
study.
Mayor Kenneth Schwartz of San
Luis Obispo described the Corps
study as ".a long-range" approw'eh
to flood control. He said a cdm-
pleted report could take from
eight to 15 years.
He .said the city would still seek
short - range solutions within its
budget 1, limitations and mitt -_-
range so utions by attempting to
work w' the county.

Flood Zone Okd;
tax vote in June

County supervisors today
created a flood control zone
which includes the city of San
Luis. Obispo ,and the surrounding
unincorporated areas of the
county.
The . nearly 15,000 'affected
property owners within the

The supervisors rejected the
exclusion requests.
Fourteen other people argued
for the creation of the zone.
"People want flood protection
and they want it naw,,,
Supervisor Elston Kidwell said.
Supervisor. flans I3eilmann
said that no boundary is going
10 satisfy everyone, but he did
suggest that landowners with
property along the fringes of
the area -be allowed a lowered
tax rate because of the
marginal benefit from the flood
zone.

suggestion.
Milne explained that the first
years of the proposed flood
control zone would include the
development of a master flood
control plan for the entire
watershed, about $60,000 to
$80,1100; a data collection
program (including rain and
stream level gauges), about
$6,000 .to $12,000; and routine
creek clearing projects, about
$20,000. The 'total ' would be
about $120,000, he said.
Milne said property owners on
the fringes of the zone would
be- .included in all of those
projects and Quld be liable for
the tax.

after a plan . is formed and
certain capital' projects are

owners within the area to be
directly affected: by that capital
improvement would be taxed.
Krejsa ,said all residents
within the zone, if not
ecologically tied to one another, -

one another, so the cost of the
zone should be shared.
State and federal property
owners (Cal Poly and federal
forest lands) should help pay
their share for flood protection,
Kupper said.
After the initial master plan
is developed and the outlay for
the data collection is made, it
Will cost the property taxpayer
about three cents a year per
$100 assessed valuation to
support the zone for normal day-
to-day operation, offieials said.
Since the January flood, the
House of Representatives has
authorised the U.S. Army Corps
of Engideem to conduct a study
of the entire watershed area.
Authori_zatian is erected
shortly from the Senate, and an
appropriation of $50,000 for next
year is. being considered by the
White House. The study twill
take at least five years to
complete.
In recent months the city has
appropriated $500,000 for flood
projects, including construction
of an enlarged Madonna Road
culvert at the Laguna Lake
outlet. The city has also
removed a number of ob-
structions from creeks — most .
on the recommendation of the
Waterways Planning Board.
