Toni Kincaid: Member of Jack House Committee and Docents. Toni invited the Commission to the Jack House Victorian Christmas this weekend Saturday and Sunday, December 8 & 9 from 1:00 – 4:00 p.m. Craig Kincaid: Former member of PRC and current CHC Commissioner. Attended a Council meeting two weeks ago concerning parking analysis in the City and that parking at the City parks was not part of the discussion. He believes this is worth discussion and consideration in the upcoming update to the Parks and Recreation Master Plan Update. Adam Stowe: SLO City resident and representative of SLO Blues. Presented a new idea for Sinsheimer Stadium, a party deck adjacent to the visitor’s dugout down the 1st base line. He proposes a deck up against the fence at Sinsheimer Stadium, to be used as a special event “party” deck. The design has seen popularity at similar venues. This is a project that he proposes in next few years. Parks and Recreation Committee Agenda for December 5, 2018 2 | P a g e CONSIDERATION OF MINUTES 1. Minutes of the Parks and Recreation Committee of October 3, 2018. (Note, there was not a meeting of November 7th due to a lack of a quorum, therefore the most recent minutes to review and approve are from October 3, 2018). ACTION: APPROVAL OF THE REGULAR MEETING MINUTES OF THE PARKS AND RECREATION COMMISSION FOR OCTOBER 3, 2018. CARRIED 5:0:0:1 to approve the minutes of the Parks and Recreation Advisory Body for the regular meeting of 10/03/18 as motioned by Spector and second by Applegate. AYES: AVAKIAN, OLSON, SPECTOR, APPLEGATE, SCHWAB NOES: NONE ABSTAIN: NONE ABSENT: THURMAN CONSENT ITEMS PUBLIC COMMENT Fran Edwards: Requested an appeal of the recommendation by staff for Therapy Pool Hours. She expressed that the additional hour during the noon lap should be provided for adult use for the deep end of the therapy pool. The daily totals collect from staff is not representative of use during the scheduled time. In addition to the hours, she seeked clarification for spectators at the facility. 1. Update on Therapy Pool Hours of Use and Santa Rosa Softball Field. Recreation Manager, Devin Hyfield, addressed the PRC, he stated that everyone entering the pool is paying the admission price. Therapy Pool hours are 11:30 – 1:30 p.m.; a shared use of adults and children. Recommendation: Receive and update from staff regarding hours of use of the Therapy Pool by age and continued shared use by adults and children. Receive an update on the maintenance work completed by Public Works to mitigate Dust at Santa Rosa Softball Field. The Therapy Pool Hours Item has been pulled from the Consent Agenda. ACTION: Recommend extending the use of the four-foot-deep area of the therapy pool to be reserved for Adult use only for the duration of noon lap, 11:30 am – 1:30 pm, Monday through Friday. During the weekend, Saturday and Sunday, the four-foot-deep hours will remain the same, with the Adult use only from 11:30 am – 12:30 pm. Proposed Goals for 2019-21 Financial Plan Recommendation: Receive the proposed PRC Goals for the 2019-21 Financial Plan and Forward to Council. 4. Reschedule the regular meeting of January 2, 2019 to January 9, 2019 due to school and other winter break closures. Recommendation: Reschedule the meeting of January 2, 2019 to a week later, January 9, 2019, to be held at the SLO Swim Center, 902 Southwood Drive, so that additional public space is provided to discuss themes emerging from the Parks and Recreation Element and Master Plan update. (Note no report with this recommendation). ACTION: APPROVAL OF CONSENT ITEMS ONE THROUGH FOUR. Update on Parks and Recreation Element and Master Plan Project (Stanwyck/Scott - 60 minutes) Senior Planner, Shawna Scott presented an update on the Parks and Recreation Master Plan and General Plan Element including summarization of the public outreach and Parks and Recreation Committee Agenda for December 5, 2018 4 | P a g e engagement. Discussion of next steps, including focused trends for PRC meetings in January and February. Recommendation: 1. Review, discuss, and approve (as amended if needed) the Community Needs Assessment Engagement Memorandum (refer to Attachment 1). 2. Review, discuss, and approve (as amended if needed) the City of San Luis Obispo Parks and Recreation Needs Assessment Survey Findings Report (refer to Attachment 2). 3. Identify topics for further discussion and public input at the January and February 2019 Parks and Recreation Commission meetings. Public Comment NONE Commission Comments followed Chair Avakian was surprised that the sports fields did not rise to the top of the Needs Assessment. Commented that Exposition Park could be used as a meditative park and Mitchell Park, could be revitalized to expand usage. Commissioner Applegate asked if El Chorro Park could be used as a facility to model after as it includes all aspects of quiet spaces, gardens, softball fields and an off-leash dog park. Commissioner Olson would like to address the off-leash dog areas in the parks. Commissioner Spector proposed grouping ideas: neighborhood community building and support (programming), community wide special events, health and wellness, facility expansion and maintenance/upgrade, nature and environment. Continue to be mindful of all groups, including the bicycle transportation access to parks. Expressed interest in using unused space i.e. rooftops, to be dedicated to park use or development of parks. Commissioner Schwab asked if there was a question on the survey on how the public suggests paying for the new ideas and projects. Director Stanwyck explained that the costing component will be conducted in 2019, after the conclusion of the Needs Assessment. Themes to be discussed in January and February: Dog Parks, Pools, Bikes, Sports Fields, Park Amenities, Community Center/Teen Center, Events and Neighborhood Events, Activation of Current Parks, Expand Youth Service Programs, Enrichment Programs. 4. Review and Take Action of San Luis Ranch Park Plans (CDD– 30 minutes) Project Planner, Brian Leveille presented an update of the final park design for the San Luis Ranch project, for public park use and consistency with the approved San Luis Ranch Specific Plan and adopted Development Agreement. The proposed project includes a 2.8-acre community park with a 3-acre shortfall (per policy) to be addressed through park in-lieu fees. Melanie Mills, Project Designer, described the site connections to the community park. The park includes a modern agrarian theme including clean lines and connectivity. The park is maintained by the HOA, a private park that includes an easement open to the public. The split rail fencing will be addressed with staff, to provide a more secure fencing option. Recommendation: Review and approve the proposed Final Design of the community park required in the San Luis Ranch project. Public Comment NONE. Commission Comments followed Chair Avakian requested explanation on the roundabouts for bicycles and the different access points. Is there an area for dogs off leash and will the HOA enforce the rules? Commissioner Applegate requested information of parking. Commissioner Olson asked if there will be any lighting on the open space paths or any low lighting on the connector paths for neighborhood and dog walkers. Commissioner Schwab asked if there is a confirmed use by park users for the fitness equipment along the paths. Commissioner Spector explain why the standard size went down to 2.8 acres for the park. Confirm that the bocce court has a retainer fence around to prevent errant balls. Director Stanwyck advised that with Laguna Lake Park adjacent to the site and the in- lieu fees of 3.1 million will be dedicated to improvements at Laguna Lake Park. Adult and Senior Programming: Commissioner Spector. The Senior Center Board is concerned with security at the entrances and around the Senior Center and at Mitchell Park. There is also a concern of the lack of air conditioning. b. Active Transportation Committee: Commissioner Olson. Ferrini connection for Phase 1; also discussed their recommended goals and budget. c. City Facilities (Damon Garcia, Golf, Pool & Joint Use Facilities): Commissioner Applegate. New Pool advertising for Winter: buy 2 months get 1 for free. Jack House wedding season is closed, gardens under renovation to reopen again in May. All fields will be closed for maintenance (excluding Damon) to reopen in 2019. Islay Park playground will host public input sessions for new playground design Dec. 4 and Dec. 12. Green at Laguna Lake Golf Course are showing sign of disease at the golf course that maintenance is addressing. Staff painted the interior of the pro shop and added a big screen tv. Shawn Hafley is our new maintenance worker. d. Jack House Committee. Commissioner Schwab. Did not meet. Victorian Christmas tours last weekend and this coming weekend. e. DISCUSSION Currently the City has several projects in various stages of planning, design or construction that both maintain or improve parks facilities. Below is a listing of those projects as well as a brief status update. Reservoir Canyon (Complete) The Reservoir Canyon Natural Reserve is a popular destination for hikers and outdoor enthusiasts. The City’s Conservation Plan for the reserve identified the need to provide increased trail access and creek crossings to allow safer passage, particularly during winter storm events when Reservoir Canyon creek often floods parts of the trail. This project is complete and installed a new 60-foot span fiberglass bridge crossing at a cost of $75,000. City of San Luis Obispo, Title, Subtitle Sinsheimer Baseball Stadium (Currently being constructed) Sinsheimer Baseball Stadium, built in the 1970’s, has been the community’s baseball venue for local schools, Babe Ruth leagues, and primarily the home of the SLO Blues semi-professional baseball team. The old backstop, consisting of fabricated steel poles and chain-link fencing, reached the end of its design life. The new backstop, currently under construction, will consist of small steel cables and nylon netting, and will extend 30-feet above the field in the same style used by most colleges and major league baseball facilities. The estimated construction cost for this work is $170,000. Old backstop, removed and replaced. Construction completed in Dec 2018 El Capitan Bridge (In design phase) The El Capitan Bridge is a pedestrian bridge located at the end of El Capitan Way. In January of 2015, a large eucalyptus tree fell on the Bridge causing substantial damage. This project will remove and replace the bridge. The plans are currently 95% complete with an estimated start of construction in Spring 2019. The estimated construction cost to complete this work is $100,000. City of San Luis Obispo, Title, Subtitle Meadow Park Pedestrian Bridge Replacements (In design phase) The Meadow Park Pedestrian Bridge Replacement Project will replace the pedestrian bridges within Meadow Park, which have deteriorated and reached the end of their useful life. The plans are currently 95% complete with an estimated start of construction in Summer 2019. The estimated construction cost to complete this work is $180,000. Pedestrian and Bicycle Pathway Maintenance (In Design Phase) There are approximately 6.5 miles of asphalt pathways and bike paths within the City which require routine surface maintenance to keep them functional for users. This project will rehabilitate the pedestrian pathways within Meadow Park. The plans are currently complete with an estimated start of construction in Spring 2019. The estimated construction cost to complete this work is $120,000. City of San Luis Obispo, Title, Subtitle Pickleball Courts (In Design Phase) The Pickleball Courts project will install three pickleball courts in French Park. The plans are currently complete with an estimated start of construction in Spring 2019. The estimated construction cost to complete this work is $120,000. Sinsheimer Court Entrance Hardscape (In Design Phase) This project will replace the walking surface adjacent to the tennis courts in Sinsheimer Park. The plans are currently complete with an estimated start of construction in Summer 2019. The estimated construction cost to complete this work is $60,000. City of San Luis Obispo, Title, Subtitle Mission Plaza Restroom (In Design Phase) Ultimately, this project will replace the restrooms and add a café into the Mission Plaza. Currently, staff is working with a consultant team to refine the scope of this area of the Mission Plaza and bring forth a detailed concept plan to multiple City Advisory Bodies and finally City Council for review and comment. Once the scope of work for this project has been shaped by the Advisory Bodies and City Council, staff will prepare a Request for Proposals to solicit a public / private partnership to construct and operate the facility. Swim Center Re-plaster Therapy Pool (In Design Phase) The project will re-plaster the small therapy pool at the Swim Center in Sinsheimer Park. The plans are currently 90% complete with an estimated start of construction in late 2019. The estimated construction cost to complete this work is $75,000. Sinsheimer Irrigation & Drainage (In Design Phase) This project will replace the irrigation and drainage system at the main Sinsheimer Baseball facility. The plans are currently 95% complete with an estimated start of construction in late 2019. The estimated construction cost to complete this work is $500,000. Sinsheimer Park Tennis Court Lighting (In Design Phase) This project will install lighting for the tennis courts at Sinsheimer Park. Currently the City design consultant is working to complete the 90% construction documents. The estimated construction cost to complete this work is $400,000. At this time the project estimates are more than double what was approved by council in the budget. Staff is recommending to Council at the midyear budget that the project be delayed to be prioritized within the context of the Parks and Recreation Master plan update (a prioritized exercise for the next 20 years). Staff intends to meet with the neighbors regarding the designed for feedback concurrent with the recommended pause of the project. Swim Center Bath House Roof (In Design Phase) This project will replace the bath house roof at the Swim Center in Sinsheimer Park. The plans are currently 90% complete with an estimated start of construction in late Summer 2019. The estimated construction cost to complete this work is $70,000. Playground Equipment Replacement at Islay Hill Park Playground (In Design Phase) Replacement of aged play equipment throughout the City is an ongoing need. The Islay Hill Park Playground replacement is currently in preliminary design with community outreach underway. The anticipated start of construction is late 2019. The estimated construction cost to complete this work is between $350,000 to $500,000. North Broad Street Neighborhood Park (In Design Phase) The North Broad Street Neighborhood Park was introduced in the 2018-19 Budget Supplement as a new project to install a neighborhood park on Broad Street between the US Highway 101 and Lincoln Street. Currently this work is being solicited to design consultants. The estimated start of construction for this work is late 2019 with an estimated construction cost of $665,000. DISCUSSION Background In 2017, the City Parks and Recreation and Community Development Departments initiated the update to the City’s Parks and Recreation Element of the General Plan and the Master Plan (the “Update”). The Parks and Recreation Commission (PRC) reviewed and provided feedback on the Project Plan for the Master Plan and Element on September 6th and October 4th of 2017 and recommended the City Council approve the Project Plan. On November 7, 2017, the City Council approved the Project Plan, and a consultant team led by WRT was selected in February 2018 to support the Master Plan and Element Staff team. Since that time, the team has implemented the foundational stages of the Project Plan by conducting extensive initial community outreach pursuant to the approved Community Engagement Plan1 and as summarized in the Community Needs Assessment Engagement Memorandum2 approved by the PRC in December 2018. The PRC provided guidance to staff regarding topics to be the focus of three workshops with the Commissioners and the public in early 2019. Each PRC workshop will include a presentation from Staff, hopefully extensive public comment, and finally discussion among the Commissioners about the themes and topics as they relate to the future of parks, facilities, and recreation in San Luis Obispo. The purpose of the three workshops will be to: • Inform the Commissioners and the public about parks and recreation facilities, amenities, and programming currently enjoyed by our community, in addition to the great input received from the statistical survey and through past and ongoing community engagement opportunities; • Additional avenues for the public to express themselves about the future of parks, facilities and recreation through written comments and spoken testimony; • A hosted community conversation with the public regarding the residents’ priorities for the future of parks, facilities, and recreation in San Luis Obispo; and • Further inform for the content of the Community Needs Assessment Report to be prepared by WRT and presented at a Spring 2019 Public Workshop. Based on the results of community engagement thus far, multiple topics are important to the public, and were identified by the PRC for focused discussions related to the community’s values and priorities, unmet needs, and hopes and dreams. The focus of the January PRC Workshop shall be on: 1) SLO Swim Center and current and future programming and current and future pool and other aquatic needs and 2) Events, including park activation, citywide events, neighborhood events, and enrichment classes. As outlined below, all reports will be provided to the PRC and additional advisory bodies and the City Council, as applicable. Staff encourages the public to review these documents, as well, and provide comments throughout the Master Plan and Element update process. Staff will support the PRC with the facilitation of these three meetings.
