I specifically recall an impassioned presentation by staff about how wonderful the 12 (twelve!!!) units to be included at 790 Foothill. How could we pass this up? On September 17, 2018 I set out to determine how a resident would proceed to apply for a workforce housing apartment at 22 Chorro. Legitimately, I had individuals in mind that may benefit from the housing. Following is a chronological order of my efforts. 1. (9/13/2018)Visited 22 Chorro, spoke with ******* who took me on a tour of the 4 “affordable housing units.” Fully furnished studios. All units at 22 Chorro have individual washers and dryers included. 2. I asked ****** for an application for the units. He referred me to HASLO 3. Called HASLO, spoke with ******* who referred me to ******** who is the special programs manager. *******was surprised that the owners/manager of 22 Chorro did not have applications available. 4. ********** was out of the office until 9/17. I emailed a request for an application for 22 Chorro affordable housing units. 5. (9/17/2018) Email response from **********: I am not aware of any affordable units at 22 Chorro, who is the owner/developer of the site? Please have the managing agent reach out to me directly, in order to get the information first about the units. Reported to ****** that HASLO had no information about affordable units. I was instructed by ****** at HASLO to get the owner/developers contact information for her to follow up on. (GMH Capital partners) ****** recalled that he had a business card from “someone” from “affordable housing” and looked for it. He located ******** card.(from HASLO) 1 7. (9/27/2018) I attended the HASLO Orientation program that is for all county residents that are seeking housing. This orientation provides descriptions of the various housing programs operated by HASLO. The room was full and the desperation for housing was evident among the attendees. 8. For information related to inclusionary housing attendees are referred to the City of SLO or the County Planning department. 9. 4 affordable units remain vacant during September, October, and November. 10. 11/2018 ******* reports that ******* met with the Academy staff about the affordable units. 11. Affordable units do not accept vouchers 12. 12/2018 I spoke with ******* in the Planning Department related to the inclusionary units and related policies. She referred me back to the policy Chapter 17.91….which I had already read. SO……..  Until 9/27 HASLO did not know that there were 4 affordable units at 22 Chorro  This took months. If I was a workforce single parent navigating the responsibilities of co-parenting, work etc. I would have given up on this burdensome process.  This is embarrassing….please don’t talk about workforce housing embedded in luxury student housing.  This is serious. Former Mayor Schwartz used a word that was very inflammatory related to taking something from another.( Anholm bikeway) I will not repeat it out of respect for those who are offended. However, I will say, that predators are opportunistic. The developers of 22 Chorro, Palomar and 790 Foothill are taking every opportunity to get as much as they can.  Who is the victim?  Please think carefully about what you, as Mayor and City Council Members, are giving away.
