Dear Council,
It is respectfully requested that you uphold the
appeal and reject this project as presented.
There is insufficient evidence to support the
sufficiency of parking (123 spaces for 244 residents),
unknown effects of the puzzle mechanical lift with a
single entry/exit onto Foothill, and potential for
vehicle backup into the street or circling the block.
The building configuration and lack of setback
hinders sight for those on the sidewalks with safety
risks for pedestrians unable to take precautions due
to blind corners.
The proposal indicates 100% of the studio units will
be designated as rent restricted for very low income.
This fails to comply with the “like size and quality”
provision of the Government Code, and contradicts
the goal of “ inclusionary housing” by segregation of
units by size. Units should be of ratio by size and
revised to provide 2 studios, 3 one-bedrooms, and 7
two-bedroom units.

There are no other buildings on Foothill with setback
limited to the sidewalk westside of Santa Rosa other
than the looming monolith at 22 Chorro. Good design
and neighborhood compatibility should not continue
that glaring error.
Too much is left to the discretion of the Community
Development Director:colors, materials, design,
landscape, lighting, bike parking design and location,
window details, screening of mechanical and
electrical equipment, landscape, street yard screening
of back-flow preventer, double-check assembly.
This project is too high and massive for the location,
and serves to promote the creation of a student
ghetto adding to neighborhood conflicts. The
international corporation GMH Capital Partners
through its GMH University Housing, with over
72,000 units in the United States, represents both the
Academy Chorro and Academy Palomar has indicated
additional student living opportunities near Cal
Poly,San Luis Obispo appears poised to acquire 790
Foothill if they have not already done so.
Unrestricted workforce housing for families of all
types and ages mixed in a complex would benefit the
City and neighborhood, not additional overpriced

rent-by-bed luxury student housing which is serving
to raise rents throughout our town.
